Hong Kong’s Financial Secretary, Paul Chan Mo-po, has stated that the city is ahead of Europe in the development and regulation of digital assets, following a five-day visit to the continent. In an official blog post, Chan detailed his discussions with political, business, and financial leaders in France, Belgium, and Switzerland, where he shared Hong Kong’s principles and practices regarding crypto oversight.

Chan emphasized that Hong Kong’s proactive approach to digital asset regulation has positioned it as a leader in the field. The city has implemented a licensing regime for virtual asset service providers, requiring them to comply with anti-money laundering and counter-terrorist financing requirements. This regulatory clarity, according to Chan, has attracted fintech innovation while maintaining investor protection. He noted that during his European trip, counterparts expressed interest in understanding Hong Kong’s framework, highlighting significant room for cooperation and mutual learning.

Europe’s Evolving Crypto Landscape
While Chan’s comments underscore Hong Kong’s confidence, Europe has also made strides with the Markets in Crypto-Assets (MiCA) regulation, which aims to harmonize rules across the European Union. MiCA, expected to be fully implemented by 2025, covers stablecoins, crypto asset service providers, and market abuse prevention. However, Chan argued that Hong Kong’s earlier adoption and more agile regulatory environment give it an edge. The discussions also touched on financial innovation through blockchain and artificial intelligence, areas where both regions see potential for collaboration.

A return to the privacy narrative drove the recent $RAIL rally, while trading volumes reached $7.5M, about 10 times their usual levels. In the year to date, $RAIL is up more than 128%, after having its steepest rally for the past few months.

What makes $RAIL an exception is that it is mostly traded on decentralized exchanges, and has remained a relatively niche project. Now, Railgun, the Ethereum-based mixer and privacy platform, has taken the spotlight once again.

$RAIL peaked at $4.51, before retreating to $4.05, with increased volatility in the past day. The token is close to its all-time peak above $5, and expects to enter price discovery and a new price range. Despite this, Railgun remains a relatively small project, with limited liquidity compared to other privacy assets.

More than 60% of $RAIL trading depends on Uniswap pairs and direct on-chain trading. $RAIL has not been listed by any centralized exchanges, and has turned into the privacy layer of Ethereum.

Why is $RAIL rallying?
$RAIL has received more mentions from crypto influencers, driving attention to the privacy narrative. The token has also benefited from the rising activity around $ZEC and $XMR, as well as a general attempt to return crypto usage to privacy. Recently, Bary Silbert, Chairman of Grayscale, revived the privacy narrative in crypto, just after the fund accelerated its $ZEC exposure.

This forecast is based on a striking contradiction: despite strong consumer demand, actual adoption of these products remains limited.

Strong interest, but adoption still trails
In a joint study with Protocol Theory, Ledn surveyed 1,244 cryptocurrency holders in the United States and Australia. An overwhelming 88% of respondents said they seriously consider using a crypto-backed loan or credit card. Yet, only 14% reported actually having used such products, underlining a significant gap between intent and action.

Researchers described this gap as “a six-to-one difference between consideration and use.” While curiosity runs high, the number of people who put that interest into practice remains much lower.

Ledn co-founder Mauricio Di Bartolomeo highlighted the readiness of customer demand, explaining that “what lags behind is the infrastructure that will deliver confidence for borrowers.”

Market metrics and comparisons
Ledn estimates the size of the retail bitcoin-backed loan market at around $3 billion today. By comparison, the total cryptocurrency market reached $2.68 trillion at the beginning of May.
