A draft law obtained by CoinDesk suggests that a proposed digital euro would need to be usable offline from the outset to ensure privacy. The draft text states that the digital euro should be available for both online and offline transactions from its first issuance. The level of privacy for offline use should be comparable to withdrawing banknotes at an ATM.
