Putin: Russia Willing to Negotiate with Ukraine Based on Istanbul Agreement

On June 23, local time, Russian President Vladimir Putin stated during a government meeting that Russia is willing to engage in peace negotiations with Ukraine based on the agreements reached in Istanbul in the spring of 2022, the principles outlined in his speech at the Ministry of Foreign Affairs in 2024, the discussions held during the Anchorage meeting in 2025, and the realities on the ground. He noted that the peace talks were actively interrupted by the Ukrainian side. Currently, Kyiv is attempting to create favorable conditions for the resumption of the interrupted negotiations by launching strikes against Russia.
