PSB Chairman Petr Fradkov stated that stablecoins may be a "temporary entity" and do not imply an abandonment of the U.S. dollar peg in settlements. He cautioned against treating them as a "given" or expecting their use for "decades." Fradkov emphasized that their use is a rapid response to a changing world but does not signify moving away from dollar-linked transactions. Citing Artemis Analytics, he noted that stablecoin transaction volume reached $33 trillion in 2025, a 72% annual increase, surpassing Visa's $16.7 trillion and Mastercard's $10.6 trillion, indicating their significant role in global payments. Russia's organized cryptocurrency market is set to launch on September 1, 2026, following the enactment of the "Digital Currencies and Digital Rights" law. According to the Bank of Russia's regulatory concept, digital currencies and stablecoins will be recognized as currency values; their purchase and sale will be permitted, but using cryptocurrency for domestic payments will not be allowed.

Stablecoins may be a "temporary entity" and do not imply moving away from a peg to the dollar in settlements, said PSB Chairman Petr Fradkov. He urged not to treat them "as some kind of given" and not to count on their use "for decades."

"This is a quick response to a changing world. But it is very important that the very fact of using these instruments is not a departure from a peg to the dollar in settlements," the head of PSB said in an interview with RBC. According to Artemis Analytics, in 2025, the volume of stablecoin transactions reached $33 trillion, showing an annual growth of 72%. "Visa's transaction volume for the same year was $16.7 trillion, and Mastercard's was $10.6 trillion. This shows that stablecoins have become a noticeable part of the global payment infrastructure," Mr. Fradkov specified.

The organized cryptocurrency market in Russia is set to launch on September 1, 2026, after the law "On Digital Currencies and Digital Rights" comes into force. According to the "Concept for Regulating Cryptocurrencies in the Russian Market," prepared by the Bank of Russia, digital currencies and stablecoins will be recognized as currency values: their purchase and sale will be permitted, but settling with cryptocurrency within the country will not be allowed.

Legendary Bloomberg Analyst Mike McGlone Makes New Comments on Bitcoin! 'We Are in a Bear Market'

Legendary Bloomberg analyst Mike McGlone has made new comments on Bitcoin, stating "We are in a bear market." This comes as the Bitcoin market enters a new phase following a sharp rise in institutional interest in spot ETFs. Recent data shows a massive $853 million inflow into spot Bitcoin ETFs in a short period. In a recent broadcast, industry experts Dave Weisberger, David Duong, and Mike McGlone discussed this market dynamic. David Duong, Director of Research at CoinShares, argued that the ETF inflows confirm institutional confidence and long-term interest in crypto. He noted that with lowered rate hike expectations, investors are turning to risk assets like Bitcoin, creating significant upward price pressure. Dave Weisberger, CEO of CoinRoute, highlighted the impact of ETF inflows on exchange activity and liquidity. He stated that declining OTC supply forces ETF issuers to buy directly on the market, technically supporting a strong breakout. However, Mike McGlone, Bloomberg Intelligence Senior Commodity Strategist, focused on broader macroeconomic risks. While acknowledging the short-term bullish momentum from ETFs, McGlone warned not to ignore global liquidity conditions and volatility in traditional markets. He assessed that although Bitcoin has signaled a technical breakout, a sustained rally depends on the overall macroeconomic balance and Fed actions, maintaining that BTC is currently in a bear market.

Privacy and Quantum Security: Buterin Presents New Ethereum Development Plan

Ethereum co-founder Vitalik Buterin has unveiled an updated development roadmap called "Strawmap," which extends through 2029. This plan introduces new priorities not present in the 2023 roadmap, primarily user privacy and quantum resistance. Key new focuses include making strong privacy a mandatory feature, not an option. Proposed tools include "privacy pools" to obscure fund origins and "wormholes" to break transaction traceability. The plan also emphasizes Fork-Choice Enforced Inclusion Lists (FOCIL) to prevent transaction censorship. Quantum resistance involves migrating to cryptographic algorithms secure against future quantum computers. Another major goal is "Lean Ethereum," a large-scale protocol simplification that may even involve replacing the Ethereum Virtual Machine (EVM) with alternatives like RISC-V. The roadmap acknowledges the growing maturity of zero-knowledge cryptography (like SNARKs) for scaling and mentions future use of AI for formal code verification. Goals listed by Buterin are: defense against quantum computers, user privacy, high security, censorship resistance, scalable performance, and a simplified architecture. Strawmap is a living document, not a fixed schedule. The article's AI analysis notes the urgency of quantum preparedness, suggesting the transition must happen before "Q-Day" estimates, some as early as 2032.
