Губернатор штата Иллинойс Джей Роберт Прицкер (Jay Robert Pritzker), принадлежащий к Демократической партии, подписал два законопроекта, направленных на защиту пользователей криптовалют от мошенничества.

Первая инициатива — Закон о цифровых активах и защите прав потребителей — наделяет Департамент финансового и профессионального регулирования Иллинойса полномочиями по надзору за биржами и организациями, работающими с цифровыми активами. В апреле этот законопроект был принят Сенатом Иллинойса. Криптокомпании и биржи обязаны поддерживать необходимый уровень финансового обеспечения, внедрять меры для защиты от кибератак и борьбы с мошенничеством, а также раскрывать подробную информацию об инвестициях и сопутствующих рисках. Кроме того, криптокомпании обязаны соблюдать стандарты обслуживания клиентов наравне с традиционными финансовыми организациями.

Губернатор Иллинойса также подписал Закон о криптоматах, согласно которому операторы устройств обязаны регистрироваться в государственных регулирующих органах и полностью возвращать средства жертвам, пострадавшим от криптовалютного мошенничества. Законопроект также предусматривает, чтобы комиссии за транзакции не превышали 18%, и устанавливает лимит в $2500 на ежедневные транзакции для новых клиентов.

Прицкер раскритиковал президента США Дональда Трампа, заявив, что он позволил «криптобратьям» самим определять федеральную политику регулирования отрасли в стране. По мнению Прицкера, это создает условия для распространения мошенничества, поэтому необходимы строгие меры защиты инвесторов и потребителей.
