To separate strategic positioning from a short-term rotation, institutional flows become a key signal.
The logic is simple - During a normal correction, markets usually deleverage, smart money starts accumulating, and Bitcoin moves into consolidation before attempting a rebound. But this cycle does not seem to be following that typical setup, as distribution risk has climbed sharply to record highs this year.
According to SoSoValue, Bitcoin ETFs are seeing notable outflows. In fact, more than $2.3 billion has already flowed out of $BTC ETFs this month alone. That makes May's ETF performance the weakest since the $3.5 billion outflow recorded in November 2025, which came right after October's market crash.

Back then, $BTC dropped by more than 30% before eventually stabilizing around $65K.

BlackRock clients reportedly sold $177.95 million worth of Bitcoin, adding fresh uncertainty to the market’s institutional outlook. The reported sale arrived as Bitcoin continued trading near a critical support region rather than near cycle highs. 

Such activity raised questions about whether large investors had started reducing risk after months of volatile price action. 

Although one transaction rarely defines a broader trend, the size of the sale remained significant enough to attract attention across the market. 

Investor sentiment appeared cautious afterward, especially as Bitcoin struggled to reclaim higher resistance levels.

Peter Van Valkenburgh of Coin Center pointed out that roughly $3 trillion was laundered through banks in 2025. He called Dimon’s anti-money-laundering framing nonsense.

“The second issue is not really related to rewards and interest on stablecoins. It’s also about AML, BSA, KYC. Because when you are in a bank system, it’s already been through all that. We do that. We have to [do it] for the federal government. So if they want to be moving money around… on any basis, you should have to question: ‘Can that be used illegitimately?’ Answer: Yes, unless they’re following the same rules,” Dimon had said in the interview.

Other crypto voices cited JPMorgan’s track record of regulatory fines and settlements totaling tens of billions.

The defense came with the Digital Asset Market Clarity Act before the full Senate. It cleared the Senate Banking Committee in a 15-9 vote on May 14.

The bill needs 60 votes on the Senate floor before returning to the House.
