World Liberty Trust Clears First OCC Hurdle to Replace BitGo as USD1 Custodian

The stablecoin custody market is shifting from standalone crypto custodians toward federally chartered trust banks. World Liberty Trust Co. has received preliminary conditional approval from the U.S. Office of the Comptroller of the Currency to become a national trust bank, according to the original report.

If the entity completes its preopening requirements, it would take over from BitGo as the exclusive issuer and custodian of World Liberty Financial’s $USD1 stablecoin for institutional clients nationwide. The trust also intends to provide digital asset custody services to institutions.

What a Trust Charter Actually Changes
The approval is preliminary and conditional, so the trust still has operational and compliance steps to complete before a final green light. But the structure is already telling. World Liberty Trust does not intend to become a federally insured depository institution or a bank under the Bank Holding Company Act. It also has no plans to request a Federal Reserve master account.

That matters because it takes some of the most contentious parts of the US banking debate off the table. A master account request would have invited scrutiny from the Fed and likely from lawmakers. By staying outside the BHCA and avoiding FDIC insurance, the company is positioning itself as a fiduciary asset custodian with federal oversight, not a deposit-taking bank.

OCC-supervised trust banks still face capital, liquidity, and risk-management standards. For institutional clients, that may offer a different counterparty profile than a state-regulated trust or a private custodian. It does not, however, provide deposit insurance, and stablecoin reserves held by the trust would not carry the same protections as bank deposits.

The upcoming rollout of Protocol 28 is a big deal for Stellar users, aiming to address network speed and performance issues and build more confidence.

The Stellar network is preparing for a significant update later this month, an improvement expected to bring several important enhancements to the chain. The Stellar Development Foundation, a non-profit organization dedicated to supporting the advancement and growth of the Stellar network, plans to roll out the Protocol 28 (Adapter) upgrade on August 27, according to data shared by the Web3 developer platform BuildonStellar.

This network upgrade is crucial, aiming to further optimize smart contract development on the protocol and improve the effectiveness and speed of the platform’s core infrastructure.

Powered by its native XLM token, the Stellar network is a decentralized, public blockchain built to connect global financial systems and enable rapid, secure, and cost-effective cross-border transactions. Its move to activate Protocol 28, also known as the Adapter upgrade, aims to make the crypto network more effective for users. The initiative marks a critical juncture for the Stellar network as the countdown ticks down, with the upgrade’s mainnet activation set to occur on August 27.

On this day, the Protocol 28 upgrade will deploy improvements on Stellar’s Soroban smart contracts and network functionality. With incoming activation, the update aims to introduce innovative tools to drive efficient smart contract coordination (and execution) and facilitate efficient data migrations on Stellar, making on-chain application maintenance seamless for developers. Specifically, the Adapter upgrade introduces multiple improvements designed to remove barriers developers face when managing smart contracts.

Ripple confirmed an expanded conference program for its Swell 2026 in New York, with more than 1,500 attendees, over 75 speakers, and 50-plus sessions expected across three stages from Oct. 27-29. Swell shared the latest additions on X on Aug. 13 as financial institutions increase their involvement in blockchain payments, stablecoins, tokenization, and digital asset infrastructure.

The updated Swell 2026 speaker lineup includes Robinhood Senior Vice President and General Manager of Crypto Johann Kerbrat, BNY Global Head of Markets Laide Majiyagbe, and Intercontinental Exchange Vice President of Strategic Initiatives Michael Blaugrund. Featured participants also include Water.org co-founder Matt Damon, Bullish Chairman and CEO Tom Farley, Ripple CEO Brad Garlinghouse, and Ripple President Monica Long.

Other confirmed speakers represent Tradeweb, PwC, State Street, Amazon Web Services, Canary Capital, the $XRP Ledger Foundation, and several universities. Former Reserve Bank of India Gov. Raghuram Rajan, Ripple Chief Technology Officer Emeritus David Schwartz and Tradeweb CEO Billy Hult are among the featured participants, while Ripple said further additions remain pending.

Solana Tests Descending Resistance as Trader Maps $130 Upside Scenario
Solana is pressing against a descending trendline after spending much of July and early August below a sequence of lower highs. Trader Daink’s daily $SOL/USDT chart presents a bullish swing setup from around $75, but the path toward the projected $130 target requires $SOL to clear several major resistance levels first.

$SOL trades near $75.31 on the chart, close to the point where a descending resistance line from the early-July high meets the current price. That makes the immediate area important: a sustained move above the trendline would weaken the short-term bearish structure and could give buyers room to challenge higher resistance.

The first major level above price is $82.25. Solana previously reacted around this zone, and reclaiming it would provide stronger confirmation that the breakout is developing rather than becoming another rejection from descending resistance. Above $82.25, the chart marks $98.40 as the next significant hurdle.

A break through $98.40 would materially strengthen the bullish scenario because it would move $SOL above a resistance area that capped price during earlier rebounds. From there, the chart identifies $114.55 before the larger upside objective around $130.70. The green projection on the chart shows that $130 area as the trader’s main swing target, not as a guaranteed destination.
