A group of Bitcoin developers, including Jameson Lopp and five other contributors, has proposed a controversial new security framework aimed at protecting Bitcoin from potential future quantum computing threats.
The idea focuses on gradually phasing out and eventually freezing older Bitcoin addresses that could become vulnerable if quantum computers reach sufficient power to break current cryptographic standards.
Multi-Phase Migration Plan
The proposal, outlined in Bitcoin Improvement Proposal (BIP-361) on GitHub, builds on earlier work from BIP-360 and introduces a new output type called Pay-to-Merkle-Root (P2MR). This structure is designed to reduce exposure of public keys, which are currently one of the main theoretical attack surfaces for quantum computing.
The plan is divided into several stages:
Phase 1: Restrict legacy addresses
Users would be prevented from sending BTC to quantum-vulnerable address types, encouraging migration toward upgraded wallet formats.
Phase 2: Enforce full transition (two years later)
Any wallets still using outdated signature schemes would lose the ability to send Bitcoin entirely, effectively forcing full ecosystem migration. Funds left in legacy formats could become unusable if not upgraded in time.
Phase 3: Possible recovery mechanism (under discussion)
Developers are also considering a potential recovery pathway for users who fail to migrate in time, although this remains highly experimental and has not reached consensus.
Community Debate
The proposal is driven by long-term concerns that advances in quantum computing could eventually undermine Bitcoin’s current cryptographic security model. Supporters argue that proactive upgrades are necessary to protect the network before such threats become practical.

Buried inside a new Bitcoin security proposal is a provision that could save stragglers from losing everything.

Anyone who misses the upgrade deadline but still holds their seed phrase would have a path to recovery through zero-knowledge proof technology — a last-resort mechanism built into the final phase of BIP-361, a draft posted to GitHub on Tuesday by cypherpunk Jameson Lopp and five co-authors.

The full proposal is a three-phase plan designed to protect Bitcoin from a threat that has quietly grown more serious: the eventual ability of quantum computers to crack the cryptographic keys protecting early Bitcoin addresses.

Satoshi’s Fortune At The Center Of It All
About 1.7 million BTC sits in old-style addresses known as P2PK — the kind used in Bitcoin’s earliest days. Those addresses expose public keys directly, making them vulnerable once quantum computing reaches sufficient power.

Satoshi Nakamoto’s stash alone is valued at roughly $74 billion at current prices. According to the proposal’s authors, if a bad actor gained quantum access to those coins, the damage to Bitcoin’s value and credibility could be severe.

BIP-361 builds on BIP-360, released in February, which introduced a new quantum-resistant address format called pay-to-Merkle-root, or P2MR. That earlier proposal protects new coins. BIP-361 tackles what BIP-360 left unresolved — the roughly 34% of Bitcoin’s total supply still sitting in vulnerable addresses.

The plan unfolds in stages. Three years after activation, sending BTC to old-style addresses would no longer be allowed. Two years after that, old-format signatures would be invalidated entirely.

Any coins that haven’t been moved by then would be frozen. The third phase — the rescue window — gives late movers a technical route to reclaim funds using proof of seed ownership.

A Wider Supply Reset

The governance page says the burn would happen as soon as the vote clears, and holders who do not accept the new terms would stay locked. Early supporters would keep their full allocation under the revised schedule, but their tokens would not start unlocking until year 2 after passage.

Every advisor, institution, partner, founder, and team member locked token — all 45,238,585,647 $WLFI — is assigned to a 2-year cliff with a 3-year linear vest upon opting in, and subject to a 10% burn upon doing so.

$WLFI frames the proposal as a way to replace open-ended uncertainty with a fixed timeline for release. The plan also draws a line between user groups. Early supporters would get a four-year distribution path with no burn attached. Founders, team members, advisers and partners would face a stricter setup, with the burn applied only to their allocation and the rest released over a longer period.

The proposal says that structure is meant to create a clearer picture of future supply and governance.
