Октябрь 2025 года должен был стать ключевым месяцем для утверждения криптовалютных биржевых фондов (ETF), однако правительственный шатдаун остановил деятельность Комиссии по ценным бумагам и биржам США (SEC), поэтому все решения по заявкам отложены. Об этом говорится в материале CoinDesk.

Теперь аналитики прогнозируют, что ноябрь может заменить октябрь, ведь несколько эмитентов начали использовать процедурный механизм, который позволяет запустить ETF без активного одобрения SEC. Именно так в начале недели на биржу вышли четыре новых фонда — два от Canary Capital, один от Bitwise и один от Grayscale.

Напомним, что 28 октября дебютировали сразу три спотовых криптофонда — на базе Solana (BSOL), Litecoin (LTCC) и Hedera (HBR) — с общим объемом торгов почти $68 млн в первый день. По словам аналитика Bloomberg Intelligence Эрика Балчунаса, BSOL стал самым успешным дебютом 2025 года.

Эмитенты подают обновленные формы S-1 с пометкой «без отсрочки поправки». — согласно законодательству США, такие регистрации автоматически вступают в силу через 20 дней, если SEC не успевает возразить или внести изменения. Именно благодаря этому «молчаливому одобрению». новые фонды смогли запуститься даже во время остановки работы правительства.

На волне этого успеха Fidelity подала обновленную заявку на спотовый Solana-ETF, а Canary Capital — на XRP-ETF. Если регулятор не вмешается, первый фонд на базе XRP может появиться на рынке уже 13 ноября.

Впрочем, не все заявки одинаково готовы к запуску. Как пояснил аналитик Bloomberg Intelligence Джеймс Сейффарт, ситуация будет зависеть от активности SEC:

«Мы можем увидеть запуск нескольких фондов уже в следующем месяце — даже если правительство не возобновит работу. Но есть проекты, которые до сих пор не получили никакого отклика от SEC по своим проспектам S-1. Без этого они вряд ли смогут запуститься».

Он добавил:

«Да, вероятно, ряд фондов стартует в ноябре, но другие просто не смогут это сделать, пока правительство не возобновит работу».

Этот процесс знаменует новый этап в многолетней борьбе за запуск спотовых криптофондов в США. Если раньше эмитенты ждали формального одобрения от SEC, то теперь они действуют в рамках процедурных норм, позволяющих двигаться вперед даже в период регуляторного паралича.

Отметим, что эксперты Grayscale прогнозируют, что спотовые Solana-ETF могут аккумулировать более 5% от общего предложения актива, даже несмотря на растущую конкуренцию на рынке.
