Минфин и Банк России обсуждают легализацию площадок для торговли криптовалютой в рамках экспериментального правового режима (ЭПР), рассказал РБК замминистра финансов Иван Чебесков. Он отметил, что уже сейчас возможно создавать производные инструменты на криптовалюту, но пока нет российской инфраструктуры для организованных торгов самой криптовалютой.

Чебесков заявил, что в первую очередь сейчас речь идет об использовании существующей инфраструктуры и существующих бирж, уже владеющих нужными технологиями. Создание других площадок возможно, но это потребует больше ресурса, добавил замминистра.

В 2024 году вступил в силу закон об ЭПР по использованию криптовалют во внешнеэкономической деятельности, который также подразумевает возможность проведения биржевых торгов криптовалютой под контролем Банка России. О готовности участвовать в эксперименте уже заявляли представители «Сбера», ВТБ и Альфа-банка.

Чебесков добавил, что доступ к криптовалютным торгам, по мнению регуляторов, должен быть сильно ограничен. Он напомнил, что на первом этапе планируют допустить к ним только суперквалифицированных инвесторов. Банк России в этом вопросе с Минфином согласен.

«Критерии для присвоения такого статуса пока не определены. Но это должны быть инвесторы с серьезными знаниями, пониманием этих продуктов и серьезным капиталом для того, чтобы они могли брать такой повышенный риск», — сказал Чебесков.

Ключевой нерешенный вопрос — что делать с торговыми площадками вне ЭПР, говорит замминистра. В Минфине понимают, что россияне используют криптовалюты в довольно больших масштабах, а любые запреты сейчас приведут к негативным последствиям, пояснил Чебесков. Поэтому, добавил он, вопрос остается открытым и обсуждается.

Ранее в ведомстве сообщили, что изучают возможность торгов криптовалютами в России без рисков для финансовой системы, денежно-кредитной политики и безопасности. И для того, чтобы выйти с каким-либо предложением к правительству, необходимо, чтобы эти три фактора сложились, отмечали в Минфине.

GnosisDAO Approved Transition of Gnosis Chain to Ethereum Economic Zone

GnosisDAO has approved a proposal (GIP-153) for Gnosis Chain to transition from an independent Layer 1 blockchain into a zk-rollup within the Ethereum Economic Zone (EEZ). Bitcoin price rises above $71,000, updating its highest level since the start of summer

The price of Bitcoin (BTC) continued to rise, reaching $71.7 thousand for the first time since June 1st. Over the past 24 hours, the price of the leading cryptocurrency has increased by approximately 11%. Trading volume for cryptocurrencies in the last 24 hours reached $138 billion, compared to a range of $20–60 billion during the first half of August. The market growth began the previous evening following new statements from US President Donald Trump regarding cryptocurrencies. He stated that Congress needs to "take the next step" by approving the CLARITY Act market bill and instructed regulators to work on the entry of the Hyperliquid exchange into the US market. Following these statements, the Hyperliquid (HYPE) token rose to $72 (up 23% daily), nearly reaching its historical high. It is currently trading 6% below the peak of $76.85 set in June.
