Регулятор Кореи оштрафовал Worldcoin на $830 000 за нарушения при сборе данных

Комиссия по защите персональных данных Южной Кореи (PIPC) оштрафовала протокол Worldcoin и разработавшую его компанию Tools For Humanity (TFH) на 1,1 млрд вон ($830 000) за нарушения при сборе и передаче персональных данных. Чтобы присоединиться к проекту, пользователи должны пройти процедуру сканирования радужки глаза в физическом офисе Worldcoin, после этого им присваивается «цифровой паспорт» World ID и выдается несколько нативных токенов WLD в подарок.

Что еще известно? Расследование в отношении проекта было начато в апреле текущего года. Регулятор отметил, что НКО Worldcoin Foundation должным образом не уведомила пользователей о цели сбора и сроке хранения сканов радужки, а также к 22 марта не представила локализованную версию формы согласия на использование биометрических данных.

Кроме того, Worldcoin и TFH не сообщили, куда передается личная информация, не предоставили пользователям возможность ее удалить и допускали до процедуры граждан младше 14 лет.

Из общей суммы штрафа за нарушения при обработке и передаче данных за рубеж НКО Worldcoin Foundation должна выплатить $545 000, TFH — $285 000.

Чиновники отметили, что не запрещают сбор конфиденциальных данных в стране при условии, что Worldcoin исправит проблемы.

Соучредителем TFH является Сэм Альтмен, гендиректор OpenAI, разработавшей ИИ-бота ChatGPT. Worldcoin проводит идентификацию пользователей с помощью устройств Orb для защиты от потенциального негативного воздействия ИИ. В настоящий момент сканирование прошли свыше 6,7 млн человек из более чем 160 стран.

TFH позже отметила, что выявленные PIPC нарушения уже были устранены, а решение регулятора говорит о принципиальном соответствии деятельности проекта нормативным требованиям.

Ранее процедуру сканирования радужки Worldcoin запретили власти Испании, Португалии и Гонконга, а Колумбия начала проверку проекта.

В текущем месяце физические офисы Worldcoin были открыты в Малайзии.

WLD занимает 84-е место общего рейтинга криптовалют по рыночной капитализации с показателем свыше 1 млрд долларов и торгуется по $2,14, за сутки прибавив 17%. Недельный рост составил 35%, однако с начала года актив утратил 41%.

Current annual industry capacity is estimated at 1.6-1.8 million hours plus 70-80 million data points, with a short-term goal to increase this 15-20 fold within 1-3 years. Data collection factories are spread across 20 provinces in China, concentrated in the Yangtze River Delta, Beijing-Tianjin-Hebei, and Pearl River Delta regions. Financially, the 4.47 billion yuan raised in the past year pales compared to the 43.8 billion yuan raised by the broader embodied intelligence sector in just the first half of 2026, highlighting that data remains a less "sexy" bet for investors. The 15 funded independent providers show clear stratification: a top tier led by a unicorn (Lightwheel Intelligence, 3.1 billion yuan), a middle tier of 11 firms raising tens to hundreds of millions, and an early-stage tier of 3 companies. Sixty-nine investment institutions have participated, but none have made concentrated bets, reflecting uncertainty about viable business models. Over half of these funded companies are less than a year old, most are at pre-A or A rounds, and profitability remains largely unproven. In summary, the embodied data industry has become an independent track creating jobs and local economic activity. However, it is still nascent, with unformed consensus, unsolved problems, and unproven business models. The coming 1-2 years will be a critical validation window to see if companies can build sustainable, profitable businesses purely by "selling data."
