НБУ принял решение не продлевать действие лимита в 150 000 гривен на P2P-транзакции.
Ограничение длилось с 1 октября 2024 года до 31 марта 2025 года.

Национальный банк Украины (НБУ) отменил временный лимит в 150 000 грн в месяц на P2P-транзакции между физическими лицами. Регуляторное ограничение длилось с 1 октября 2024 года до 31 марта 2025 года.

В заявлении НБУ сказано, что лимит способствовал разработке комплексных решений для минимизации использования платежной инфраструктуры в незаконных операциях. Регулятор добавил, что за полгода действия регуляторных ограничений:

вступил в силу Закон №3994-IX, который предусматривает повышение штрафов за нарушение платежного законодательства;
подписан Меморандум о прозрачности рынка платежных услуг с участием большинства банков и платежных учреждений;
банки и платежные учреждения продолжили совершенствование мониторинга транзакций в соответствии с требованиями НБУ;
правоохранители активно выявляли и пресекали преступные схемы. Бюро экономической безопасности разоблачило сеть из более 4000 «дропов»;
НБУ разработал концепцию реестра лиц для усиленного контроля платежных операций, которая будет направлена в комитет Верховной Рады для рассмотрения в апреле.

В НБУ также отметили снижение всплеска переводов между счетами физлиц благодаря регуляторным ограничениям, коммуникациям Нацбанка о проблеме дропов и внедрению Меморандума.

Кроме того, краткосрочная тенденция к росту количества платежных карт, которую обнаружили в сентябре-октябре 2024 года, также прекратилась, говорится в заявлении.

«Национальный банк и дальше будет мониторить ситуацию и работать над другими инициативами, которые усилят эффективность борьбы с преступными схемами с участием дропов, а также при необходимости принимать дополнительные меры в соответствии со своим регуляторным мандатом», — подытожили в НБУ.

Напомним, в мае 2024 года появились сообщения о планах НБУ ввести ограничения на P2P-операции, в частности лимиты в 30 транзакций и 100 000 грн в месяц. Позже регулятор подтвердил разработку проекта ограничений на исходящие операции по картам физлиц.

Окончательное ограничение на переводы «с карты на карту» в размере 150 000 гривен НБУ утвердил в конце августа 2024 года.
