Гетманцев: Рада не будет рассматривать законопроект о крипторезерве из-за несогласия НБУ

Верховная Рада не планирует принимать законопроект №13356 о создании в Украине криптовалютного резерва. Об этом в интервью украинским СМИ заявил глава парламентского комитета по вопросам финансов, налоговой и таможенной политики Даниил Гетманцев.

По его словам, после обсуждения с главой Национального банка стало понятно, что из-за высокой волатильности криптоактивов поддерживать инициативу не планируют.

Он также добавил, что авторы законопроекта вряд ли ожидали «поддержку аплодисментами» со стороны НБУ, и сейчас нет никаких признаков, что документ будет принят.

Законопроект, который в июне подали несколько депутатов во главе с нардепом Ярославом Железняком, предлагает предоставить Нацбанку право включать виртуальные активы в резервы страны, но не обязывает этого делать.

Напомним, что Железняк сообщил о подготовке этой законодательной инициативы еще в феврале 2025 года, а в конце мая он отметил, что документ могут зарегистрировать в парламенте в ближайшее время.

Между тем скептицизм относительно криптовалют в резервах разделяют и зарубежные регуляторы. В начале 2025 года президент ЕЦБ Кристин Лагард заявила, что резервы центробанков должны быть ликвидными, надежными и не вызывать подозрений в отмывании средств или других преступлениях.

«Как следствие, я уверена, что биткоин не войдет в резервы ни одного из центральных банков генерального совета ЕЦБ», — подчеркнула она.

Похожую позицию высказал и глава Национального банка Швейцарии, отметив, что криптовалюты остаются слишком волатильными и недостаточно ликвидными, чтобы сохранять ценность валютных резервов.
