The U.S. Securities and Exchange Commission (SEC) is preparing to develop new rules that could directly impact the digital asset market, against a backdrop of ongoing uncertainty in Congress regarding cryptocurrency regulation. According to Bloomberg, the SEC is preparing to announce significant cryptocurrency regulatory plans after the Senate delayed the legislative process for the CLARITY Act until at least September.
According to the SEC's official calendar, an open meeting will be held on August 14, 2026, at 10:00 AM Eastern Time (17:00). The meeting will consider the proposal of new rules to create a securities issuance regime specifically designed for investment contracts linked to certain crypto-assets.
In a statement regarding the meeting, the SEC indicated that the agency will consider publishing proposals for new rules that could create a specific regulatory framework for crypto-assets within certain investment contracts. This SEC initiative could pave the way for a clearer regulatory structure regarding how crypto-assets can be issued in capital markets.
The SEC's actions come at a time when the Senate's consideration process for the CLARITY Act bill, seen as comprehensive cryptocurrency market regulation, is slowing down.
The Senate has postponed a decisive vote on the bill until after the August recess, with a procedural vote scheduled for September 15 at the initiative of Senate Majority Leader John Thune. Passing the bill requires 60 votes. However, disagreements persist between Republicans and Democrats on issues such as ethics, anti-money laundering provisions, and stablecoin yield.
