AIF and Digital Asset to Launch RISE Pilot Program on Canton
The American Idea Foundation (AIF) and Digital Asset are collaborating to launch pilot programs for RISE (Resources for Independence, Stability, and Employment) in several U.S. states. The initiative will utilize Digital Asset's Canton blockchain network as its technological foundation.
The RISE program aims to streamline the process of receiving multiple government benefits, which currently have separate conditions, payment schedules, and reporting requirements. It plans to consolidate several types of social assistance into monthly or bi-monthly payments. A key feature is the automatic adjustment of payment amounts based on a family's income, including when a member starts a job. The system will also incorporate identity verification, fraud protection, mobile access, and programmable rules for fund usage.
The Canton network will provide the infrastructure for transaction processing, access management, payment condition configuration, and distribution oversight. Authorized government agencies, non-profit caseworkers, and independent researchers will have access to transaction and compliance data.
The initial pilots will evaluate the program's impact on employment, income, benefit receipt, education, housing stability, and other family economic indicators. The findings will guide decisions on future development, scaling, or modifications to the RISE program.
