Российские власти готовят новые законодательные инициативы, направленные на ужесточение контроля за оборотом криптовалют. В ближайшее время в стране могут ввести ответственность за незаконную организацию операций с цифровыми валютами, а также порядок их изъятия и обращения в доход государства

Что случилось

В России ведется работа над поправками, которые помогут сформировать правовую основу регулирования майнинга и борьбы с отмыванием средств через виртуальные активы. Регуляторы заявляют, что уже разработаны механизмы для отслеживания подозрительных транзакций, связанных с коррупцией, терроризмом, экстремизмом и наркооборотом.

Фактически речь идет о создании системы государственного контроля над криптовалютным рынком, который, по оценкам, охватывает около 20 млн россиян. Законодатели стремятся сделать сферу цифровых активов более прозрачной и снизить риски их использования в преступных целях.

На фоне этих инициатив управляющий юридического агентства Parallax Михаил Успенский объяснил, смогут ли власти реально отследить всех участников «теневого» крипторынка, какими инструментами они располагают и как можно минимизировать риски для добросовестных пользователей.

Прежде всего, это данные из Росфинмониторинга, далее в ход могут пойти обыски и выемки на местах. Кроме того, правоохранительные органы давно поднаторели в мониторинге информационного поля, в том числе в мессенджерах, и будут еще более пристально отслеживать объявления о незаконной продаже криптовалют.
