Замминистра финансов Иван Чебесков в кулуарах конференции НАУФОР «Российский фондовый рынок 2025» подтвердил корреспонденту РБК, что обсуждается допуск к организованным криптовалютным торгам только в рамках экспериментального правового режима (ЭПР) для инвесторов с особым статусом.

По его словам, ЦБ предложил ограничить проведение сделок с криптовалютой вне ЭПР, но вопрос «требует дополнительной аргументации» и остается предметом дискуссии. Чебесков также отметил, что сейчас сделки с криптовалютой вне ЭПР не регулируются, однако «очевидно, что они совершаются гражданами».

При этом, по словам первого зампреда Банка России Владимира Чистюхина, в случае запуска биржевых торгов криптовалютой ЦБ считает целесообразным использовать уже существующие площадки, без создания отдельной инфраструктуры.

Еще в августе 2024 года появилась информация, что в России планируется создать две криптобиржи: на базе платформы Санкт-Петербургской валютной биржи (СПВБ) для ВЭД и на платформе неназванной биржи в Москве. Представители СПВБ сразу же опровергли свою причастность. В Московской бирже также заявили, что платформа не собирается участвовать в эксперименте по проведению биржевых торгов криптовалютой.

В марте ЦБ опубликовал предложения по регулированию инвестиций в криптовалюты. Предлагается ввести статус «особо квалифицированных инвесторов», который смогут получить граждане с инвестициями от 100 млн руб. или доходом за прошлый год более 50 млн руб.

Ранее в ходе мероприятия глава Банка России Эльвира Набиуллина сообщила, что регулятор в ближайшее время планирует согласовать с правительством ЭПР, в рамках которого смогут проходить торги криптовалютами. Она также подчеркнула, что доступ к эксперименту должны получить только «особо квалифицированные инвесторы».

Также регулятор намерен опубликовать разъяснения о правилах выпуска производных финансовых инструментов на основе криптовалют. По словам Набиуллиной, для этих инструментов не потребуется вводить экспериментальный режим или создавать отдельную инфраструктуру.
