Все платформы по выпуску цифровых финансовых активов согласились на интеграцию с Мосбиржей как оператором обмена для создания единого вторичного рынка ЦФА

Московская биржа получила одобрение от всех платформ по выпуску ЦФА на интеграцию в качестве оператора обмена, пишут «Ведомости».

Зачем нужна интеграция платформ по ЦФА

Директор Мосбиржи по цифровым активам Сергей Харинов рассказал, что объединение сделок с ЦФА на базе оператора обмена повысит прозрачность и удобство для инвесторов.

Главная цель интеграции биржи и операторов ЦФА — создать консолидированную ликвидность и единую точку входа для дистрибуции цифровых активов.

Инвесторы смогут видеть и анализировать свои портфели ЦФА без необходимости сводить данные из разных приложений. Это также упростит выбор платформы для эмитентов, которые смогут сконцентрироваться на своей основной деятельности.

Комиссии и поддержка инициативы Банком России

По словам Харинова, интеграция предполагает, что Мосбиржа будет взимать комиссию за выполнение роли оператора обмена. Хотя пока нет точной информации о ставках комиссий, он подчеркнул, что давление на экономику выпуска со стороны оператора обмена не должно быть значительным.

Инициативу по интеграции поддерживает Банк России. По мнению представителей регулятора, консолидация платформенных возможностей улучшит удобство для инвесторов в ЦФА. В реестр операторов информационных систем (ОИС) сейчас входят 11 организаций.

Операторов обмена ЦФА тем временем всего два: Мосбиржа и СПБ Биржа. Первая уже проводит пилотные проекты с отдельными платформами по ЦФА и планирует провести первую тестовую сделку со сторонней платформой позднее в этом году.

Позиция бизнеса и вопросы интеграции

Директор по развитию бизнеса «Токеона» Артем Лаптев отметил, что платформы по выпуску ЦФА рассмотрят интеграцию более подробно, когда операторы обмена предложат выгодные условия для инвесторов. Для этого необходимо решить ряд вопросов, таких как выработка общих условий работы и определение стандартных типов цифровых активов.

По словам гендиректора «Атомайза» Алексея Ильясова, интерес эмитентов к цифровым активам сдерживается налоговым законодательством. Без его изменения единый оператор обмена не даст существенных преимуществ.
