US Federal Reserve (Fed) Governor has warned about the potential risks that stablecoin may pose to financial stability and urged for strong oversight, as the industry awaits the final text of the highly anticipated crypto market structure bill.

Fed Governor Calls For Stablecoin Clarity

On Tuesday, Fed Governor Michael Barr discussed the importance of stablecoin regulations, noting that landmark legislation, the Guiding and Establishing Innovation for US Stablecoins (GENIUS) Act, provides “some needed clarity” to issuers about how they can fit into the regulatory framework.

During a Federalist Society event, Barr listed main use cases for tokens pegged to the US dollar, including facilitating crypto trading and as a store of value in some foreign jurisdictions. He also highlighted that they can be used to offer reduced remittance costs, expedite trade finance processing, and assist firms in managing their treasury functions.

However, the Fed Governor emphasized that “a great deal” of the clarity will “depend on how federal and state regulators implement the statute.” Therefore, regulators still need to address multiple risks, he warned, explaining that caution is warranted due to “a long and painful history of private money created with insufficient safeguards.”

Key issues include regulation of reserve assets, the potential for regulatory arbitrage, the scope of permissible activities for stablecoin issuers beyond issuance, appropriate capital and liquidity requirements, anti-money-laundering controls, and consumer protection requirements.

Almost 300 Million Cardano (ADA) Scooped by Whales in a Week, Fueling Bullish Outlook

Cardano (ADA) has seen a notable uptick in market interest this week, with whale activity reshaping holder sentiment. 

Notably, over the past week, the cryptocurrency declined by roughly 8%, mirroring a broader pullback across major cryptocurrencies as selling pressure mounted.

However, despite this, blockchain analytics indicate that large holders have quietly been accumulating the coin in anticipation of future gains.

According to data from the popular analytics firm Santiment, as shared by analyst Ali Charts, whales have absorbed around 220 million ADA in the past week alone.

“Whales have accumulated 220 million Cardano ADA over the past week,” he stated, pointing to a significant concentration of buying activity at lower price levels.

Also, recall earlier this month, Ali Charts noted that 230 million ADA had been redistributed by whales, highlighting a recurring trend of large-scale accumulation within the Cardano network.

Meanwhile, analyst Plutus highlighted a notable capital migration among cryptocurrencies. 

“Another Midnight whale doubled down, continuing their migration from Cardano to Midnight with another 1M+ ADA converted into NIGHT higher!” he wrote. 
According to the analyst, this movement indicates selective profit-taking and portfolio rebalancing by whales, suggesting that while some accumulation continues, strategic exits into alternative projects are also occurring.

Recall that last Monday, popular analytics firm Santiment noted that average wallets active on the Cardano network over the past year are reporting net returns of roughly -43%.

$BTC Network Usage Drops to Historic Lows as RVTS Ratio Peaks

The recent monitoring of the Bitcoin blockchain information has noted the 28-day ratio of RVTS to be the highest since its inception in tracking. The ratio of the market value of the cryptocurrency to its adjusted economic volume, the metric, is on the rise, which indicates a significant decline in the flow of value in the network nodes.

This trend translates to the least active time of ledger usage in the history of the asset. The reason behind this is the fact that the adjusted volume figures were significantly reduced, on which the calculation is based.
