Everyone Celebrated The GENIUS Act. Nobody Read The Compliance Section.

Treasury’s new compliance rules for stablecoin issuers carry the same obligations as a bank charter. Most issuers can’t afford that. Which is the point.

On April 8, Treasury’s Financial Crimes Enforcement Network and the Office of Foreign Assets Control published a joint proposed rule that most of the crypto industry either missed or misread. The rule implements the $GENIUS Act’s requirement that permitted payment stablecoin issuers — PPSIs, in the new regulatory shorthand — be treated as financial institutions under the Bank Secrecy Act. Full AML/CFT programs. Suspicious activity reports filed with FinCEN. Customer due diligence at bank-grade standards. Technical capability to block, freeze, and reject on-chain transactions. OFAC sanctions compliance programs. Comments are due June 9. Final regulations by July 18. Enforcement begins no later than January 2027.

When the $GENIUS Act passed in July 2025, the reaction across digital assets was almost uniformly positive. Regulatory clarity, at last. A framework. Legitimacy. What received less attention was the specific mechanism by which that clarity arrives: stablecoin issuers are now, for compliance purposes, banks. Not bank-like. Not subject to “similar” standards. Banks. And the cost of being a bank is something most stablecoin issuers have never had to think about.

X Product Chief’s “Fix Crypto” Proposal Sparks DOGE Payment Integration Speculation

Amid a broader downturn across crypto markets, a recent proposal from X’s Head of Product is drawing attention, with early discussions pointing to Dogecoin payments, which could play a major role in strengthening user activity and restoring market confidence.  

This proposal comes at a time when the broader crypto market is under massive selling pressure, with major digital assets struggling to gain bullish momentum.

In recent weeks, price action across major assets has moved within a narrow range, leading to reduced trading activity amid macroeconomic uncertainty.

While concrete details of the proposed product remain limited, early conversations suggest that the inclusion of Dogecoin payments would be a move that would align with X’s long-term involvement with the world’s largest meme token.

Notably, Nikita Bier, the Head of Product at X, appeared to acknowledge the industry’s struggles in a recent remark on X.

“Crypto has had a rough year. Maybe we should launch something to fix it,” he stated.

This comment has fueled speculation that X may be preparing to take a more active role in shaping crypto adoption through practical, user-facing features.

Market observers suggest that introducing DOGE-based payments into a widely used platform could have meaningful impacts. Unlike speculative trading activity, DOGE payments could lead to sustained usage and real-world applications, potentially stabilizing network activity.

The proposal to integrate Dogecoin payments has sparked a broader conversation about the role of meme-based assets within financial ecosystems.

Despite this make-or-break zone, experts’ bold projections and rising accumulation among the top 100 holders suggest that $ENA could potentially break above this prolonged barrier this time.

As of this writing, $ENA was up 14.22% over the past 24 hours and is currently trading at $0.123.

With the rising price, market participants have shown notable interest in the asset, as trading volume climbed 72% to $283.55 million during the same period.

Ethena approaches key resistance

On the daily chart, $ENA appears bullish, as it has recently broken out of a descending channel pattern. However, due to the key resistance at $0.1345, the price seems to be struggling to continue its rally.

The current price action suggests that if $ENA successfully breaks above this key level, it could potentially see a price jump of over 45% and reach the $0.198 level.

At press time, technical indicators Money Flow Index (MFI) and Chaikin Money Flow (CMF) were at 86.01 and -0.02, respectively, indicating that the asset was in an overbought zone with weakening capital inflows.

This points to a potential slowdown or short-term correction in price momentum.

BitGo announced that AndX USA LLC has launched its US crypto exchange 2026 entry on top of BitGo’s Crypto-as-a-Service infrastructure, giving the global digital asset platform nationwide operations across all 50 states under an OCC-regulated custody framework backed by $250 million in insurance coverage.

The US crypto exchange 2026 market is increasingly being built not by companies constructing their own custody and compliance systems from the ground up but by platforms that integrate existing regulated infrastructure through API-driven partnerships. The AndX and BitGo launch is the clearest recent example of that model working at scale.

BitGo’s Crypto-as-a-Service offering provides the technical and regulatory foundation: OCC-regulated custody, transaction monitoring, transfer workflows, and compliance architecture, all delivered through configurable APIs and webhooks.
