CFTC Chair Mike Selig said the agency will move to convert its March no-action position for Phantom Technologies into formal rulemaking, signaling a shift from one-off staff guidance to durable cross-industry protection for non-custodial software developers.

Speaking at Consensus Miami on Tuesday, Selig framed the change as the next phase in a deliberate sequence.“But as a start, it’s kind of a crawl, walk, run. We want to get some clear guidance out there to help these firms start to develop and offer their software in the U.S,” he added.

The distinction matters because no-action letters are application-specific.

Other developers seeking the same relief have to file their own requests with the CFTC’s Market Participants Division and meet conditions identical or similar to those Phantom met.

Formal rulemaking would automatically extend the protection to any non-custodial software provider that satisfies the codified conditions, and would be considerably harder for a future commission to roll back

The privacy coin Zcash (ZEC) surged past the $400 mark for the first time since late January amid renewed chatter regarding the privacy narrative. According to market data, ZEC rallied to $424 late Sunday (May 3, 9:35 p.m. EDT), outperforming the rest of the cryptocurrency market, which added more than $50 billion to its total market capitalization.

Although the coin gradually retreated to $414, it remained up nearly 8% over a 24-hour period, making it one of the day’s top gainers among high-cap altcoins. The jump also pushed ZEC’s weekly gains to approximately 17%. It joined Dogecoin (12%) as one of only two high-cap altcoins to post double-digit gains over that period.

The latest climb by ZEC continues a recovery trend that began shortly after March 8, when the asset tumbled below $200 for the first time since Oct. 9, 2025. Despite previously leading the privacy sector, ZEC eventually relinquished its position as the top privacy coin by market cap to rival Monero ( XMR) following a spike in XMR’s value earlier this year.

However, since hitting its year-to-date low, ZEC has risen by over 100%. Its market capitalization is now nearing $7 billion, closing the gap with XMR.As seen in the final quarter of 2025, ZEC’s sudden surge appears tied to remarks from industry influencers and key participants. In the latest cycle, Barry Silbert, founder of DCG and chairman of Grayscale, appears to be leading those promoting the coin. Solana Foundation president Lily Liu said growing adoption of stablecoins by major corporations is validating blockchain’s evolution into global financial infrastructure, while also laying the groundwork for AI-driven “machine economies.”

Speaking at Consensus Miami 2026 on Tuesday, Liu pointed to recent announcements involving Meta and Western Union integrating stablecoin payments on Solana as evidence that large enterprises increasingly view blockchain rails as practical infrastructure rather than speculative technology.

“It’s not new,” Liu said, referencing Visa’s decision in 2023 to build stablecoin settlement capabilities on Solana following what she described as an “extensive objective review” of blockchain networks.

“Fast and cheap is a no-brainer for payments,” she said, adding that enterprises also need deep liquidity, developers and a broad ecosystem of applications surrounding those payment rails.

Liu described Western Union’s move onto blockchain infrastructure as a particularly meaningful milestone for the crypto industry. “When I first came into this industry in 2014, Western Union was always the white whale crypto,” she said.

Exploring the intersection of crypto and artificial intelligence, Liu argued that blockchain-based payments are uniquely suited for “agentic commerce,” where AI agents transact autonomously with other machines and services.

Traditional internet payment systems remain heavily dependent on credit cards, which make micropayments economically impractical because of interchange fees, Liu said. Blockchain rails, by contrast, enable sub-dollar transactions and real-time payment streaming.

“The vast majority of transactions that happen on the internet are actually of microtransaction value,” Liu said. “You literally cannot process those individual transactions because you’ve got to put them through credit
