Pavel Durov, the founder of Telegram, has been added to Russia's list of terrorists and extremists by Rosfinmonitoring, as published on July 30. The entry includes his name and date of birth. The designation follows an announcement by the Russian Federal Security Service (FSB) on July 29, which charged Durov with aiding terrorist activity. The FSB alleges that a Telegram dating bot named "DaiVinchik" was used to recruit 46 individuals for attacks on police and arson, orchestrated by Ukrainian special services. The FSB also accuses Telegram's administration of failing to remove channels and bots used by Ukrainian intelligence and extremist groups. Durov is reportedly subject to an international arrest warrant. Inclusion on the Rosfinmonitoring list leads to significant restrictions: the freezing of Durov's bank accounts and assets, severe limitations on financial transactions, and a ban on election participation, media interaction, and event organization. Transfers to his accounts may be considered terrorism financing. For ordinary Russian Telegram users, purchasing Telegram Premium is not classified as financing terrorism, according to an IT expert. General use of the messenger—messaging, managing channels—does not automatically make a user a participant in extremist activity. There has been no official decision to ban Telegram itself. It is noted that French authorities are also investigating Durov over allegations of inadequate measures against criminal activity on the platform and insufficient cooperation with law enforcement. Durov denies all charges.

Company A7, a user of the largest ruble-pegged stablecoin A7A5, has announced its readiness to share its unique expertise in digital asset operations with foreign trade participants. According to Oleg Ogienko, Director of Government Relations and International Ties for the A7A5 project, the company's specialists have developed significant expertise in legally formalizing such transactions, compliance, currency control, and interacting with infrastructure participants. Following the law's enactment, A7 will continue applying this expertise for client operations and plans to adapt its business processes as the Bank of Russia issues related regulatory acts. The Bank of Russia clarified that exporters and importers will be able to conduct cross-border settlements in digital currency either through intermediaries or directly, though domestic use of such assets will remain restricted. All requirements for operators and settlement participants will be detailed in the regulator's subordinate acts. A7 had previously highlighted the high degree of transaction freedom in foreign trade as a key advantage of Russia's developing crypto-asset regulation model, while noting limitations for individuals and a banking-centric system that could hinder market growth.

The Russian State Duma and Federation Council have passed the "Law on Digital Currencies and Digital Rights," which is set to expand the use of stablecoins in cross-border trade settlements starting September 1, 2026. According to the Bank of Russia, exporters and importers will be able to use cryptocurrency in international payments, both directly and through intermediaries, while domestic crypto payments will remain largely prohibited. Company A7, which facilitates operations with the A7A5 stablecoin—Russia's first ruble-pegged stablecoin classified as a Digital Financial Asset (DFA)—commented on the development. Oleg Ogienko, Director of Government Relations and International Affairs for the A7A5 project, stated that while digital asset settlements are still a new practice for many firms, A7 has already accumulated significant expertise in legal documentation, compliance, currency control, and working with infrastructure participants. He added that A7 will continue to apply this expertise for client operations after the law takes effect and will adapt its business processes as the Central Bank issues further regulations. A7 is a Russian international settlement system established in 2024 with participation from PSB Bank. It facilitates cross-border payments and supports foreign trade operations for Russian businesses. Its key instrument, the A7A5 stablecoin, operates on the Tron and Ethereum networks with a market capitalization exceeding $567 million and is circulated in Russia as a DFA via the "Token" platform.
