Борняков: легализация криптовалют может стать источником налоговых поступлений

Легализация криптовалют может стать эффективной альтернативой при поиске новых источников налоговых поступлений. Об этом заявил заместитель министра цифровой трансформации по вопросам развития IT Александр Борняков.

Он отметил, что в последние недели продолжается дискуссия между представителями правительства, депутатами и бизнесом относительно законопроекта по повышению налогов. По мнению Борнякова, криптовалюты могут увеличить количество налоговых поступлений.

«Однако для развития криптоиндустрии важно ввести стимулирующее налогообложение операций с новым классом активов. Почему это важно. Потому что современный криптобизнес выбирает рынки с привлекательными условиями и низкими налогами — Польшу, Литву или другие страны», — написал чиновник.

Борняков добавил, что «неконкурентные налоги отпугнут крупные компании, детенизация крипторынка не произойдет, а его пользователи будут избегать уплаты налогов».

Представитель Минцифры также рассказал, что предлагает проект закона № 10225-1, который регулятор разработал совместно с бизнесом:

  • льготное налогообложение доходов от операций с криптовалютами для физических лиц на восемь лет: 5% в первые три года, 9% в следующие пять лет и 18% после восьми лет;
  • налог на прибыль для криптопровайдеров сохраняется на уровне 18% или 9% налога на выведенный капитал при условии использования специального режима Дія.City.

Кроме того, он отметил, что законопроект предусматривает судебную защиту участников крипторынка, создание новых компаний и рабочих мест, восстановление работы криптогривневых шлюзов, а также открытие банковских счетов для компаний и развитие глобальной e-commerce.

«Такой подход будет стимулировать развитие крипторынка и способствовать формированию культуры уплаты налогов среди его пользователей. При этом данные о размере собранных налогов за переходный период помогут определить оптимальную ставку для налогообложения бизнеса в этой сфере», — подытожил Борняков.

Напомним, ранее Борняков заявил, что в период с 2016 по 2022 год Украина потеряла $48,8 млрд доходов населения и компаний, а также $4 млрд налоговых отчислений из-за отсутствия регулирования криптосферы.
