Framework aims to formalize digital asset trading

Russia is preparing to launch a long-awaited regulatory framework for cryptocurrencies by July 2026. According to recent reports, the new law will allow not just institutional players, but also retail investors to legally trade and participate in the digital asset market.

This is a major shift from the country’s previous stance, which had leaned heavily toward restricting crypto usage among individuals. With the upcoming framework, Russia aims to bring clarity, control, and structure to its crypto ecosystem, all while promoting innovation.

What the New Law Means for Retail Investors

The inclusion of retail investors in this new framework is a game-changer. Until now, ordinary citizens faced uncertainty when dealing with digital currencies. The July rollout will enable them to legally buy, sell, and hold cryptocurrencies under specific guidelines.

Reports suggest that the new rules will outline who qualifies as a retail investor, set limits on investment amounts, and implement KYC/AML compliance. By creating a secure environment, Russia hopes to stimulate domestic crypto adoption while preventing fraud and financial crime...

QXMP Activates RWA Liquidity Architecture

QXMP Labs, a blockchain infrastructure developer for RWA, announced the activation of its proprietary liquidity architecture and the on-chain registration of approximately $1.1 trillion in certified real-world assets. The assets have been recorded on QELT, the company’s purpose-built Layer-1 blockchain focused on regulated asset tokenisation.

The announcement follows the launch of QXMP Labs’ oracle system, designed to ingest and verify geological and scientific disclosures and register them on-chain as cryptographic proof of reserves. The system supports regulated standards such as NI 43-101 and JORC and is intended to enable compliant tokenisation and settlement at scale.

The registered assets include commodities and in-ground strategic resources across multiple jurisdictions. According to the company, these assets are not wrapped or synthetically referenced but verified directly on-chain through its proof-of-reserves infrastructure.

Fintech Dakota wants enterprises to treat money like software



Financial technology company Dakota launched a stablecoin infrastructure platform as more enterprises look to adopt digital dollars without taking on the operational and regulatory burden of custody and compliance.

Dakota will handle custody, compliance and settlement on behalf of its clients. CEO Ryan Bozarth told Cointelegraph that the company operates in the US as a registered Money Services Business, while working with licensed banking and regulated payments partners in other regions. It is also pursuing Electronic Money Institution and Crypto-Asset Service Provider licenses in Europe.

This arrangement, according to Bozarth, enables Dakota to offer cross-border money movement without customers becoming regulated financial institutions themselves.

“Teams can program when money moves, where it goes, how it’s governed, and what happens after it settles — including approvals, limits, reconciliation and treasury actions,” Bozarth said.

According to the company, its platform is used by more than 700 businesses, including crypto companies and fintech platforms.

“Stablecoins make this possible because they’re digital dollars built on programmable infrastructure," he said. “That lets money behave like modern software – composable, automatable, and consistent across borders.
