The first proposed fund, called the BlackRock Daily Reinvestment Stablecoin Reserve Vehicle is a Treasury-backed money market fund built for blockchain-based ownership and transfers. Designed for the stablecoin ecosystem, BlackRock intends the vehicle to qualify as an eligible reserve asset under the GENIUS Act, the US law establishing a framework for payment stablecoins. Stablecoin issuers and crypto-native institutions could then use the fund as part of their reserve backing strategy while earning Treasury-based yield.

Under the new rules:
✔️ Annual crypto profits above 2.5 million won (around $1,800) will be taxed
✔️ Investors will face a 20% capital gains tax
✔️ An additional 2% local tax brings the total to 22%

According to officials, income from:
Crypto transfers
Lending
Certain digital asset activities
could also fall under the new tax framework.

South Korea estimates that around 13.26 million investors could be affected — showing just how deeply crypto has become part of everyday financial life in the country.
The government also addressed one of the biggest questions: “What about overseas exchanges and DeFi platforms?”
Officials say international reporting systems like CARF (Crypto-Asset Reporting Framework) will help track offshore crypto activity as global cooperation around digital asset taxation expands.
In other words, regulators are no longer focusing on banning crypto.
They’re focusing on integrating it into the traditional financial and tax system.
There are still unanswered questions around:
Staking rewards
Airdrops
DeFi lending income
But separate guidelines for those categories are expected later.
