European Commission to grant access to its most advanced cybersecurity-focused AI model, one capable of identifying software vulnerabilities. The move positions the ChatGPT maker as the first major AI lab to open its cyber capabilities to EU regulators, who have been struggling for weeks to assess the security risks posed by frontier AI systems.

OpenAI’s cybersecurity model, referred to as GPT-5.5-Cyber, is specifically engineered to identify software flaws and simulate intrusions.

As of May 1, GPT-5.5 completed a full simulated corporate network hack, making it only the second AI system to accomplish that feat. The first was Anthropic’s Mythos. The two models now appear to be roughly matched in their ability to break into simulated enterprise environments.

Under the AI Act, European regulators need to evaluate the cybersecurity risks that advanced AI models introduce. By granting direct access, OpenAI is effectively letting the Commission kick the tires on its most capable cyber too

Ark Invest bought $5.5 million worth of shares in Circle Internet (CRCL) on Monday as the stablecoin developer's stock pumped following its first-quarter earnings report.

The St. Petersburg, Florida-based investment manager added 41,904 shares across three of its exchange-traded funds (ETFs): Innovation (ARKK), Next Generation Internet (ARKW) and Blockchain and Fintech Innovation (ARKF).

CRCL shares rose 16% to $131.76, the highest closing price since March 18, after the company posted estimate-beating earnings per share (EPS) of 21 cents.

Circle, whose USDC is the second-largest stablecoin, also revealed a $222 million raise for its Arc blockchain in a presale of the ARC token.

The purchase is Ark's first of Circle stock since March 24, when it bought $16.3 million worth as the shares slumped 20%. It last sold CRCL on April 17, dumping $1.2 million worth on a day the stock closed at around $106.

The Cathie Wood-led company frequently buys into weakness in equities to capture greater value and rebalance the weighting of its ETFs. It is less common to see sizeable purchases that coincide with large share-price gains.

The Biggest Crypto Regulation Development of the Year Is Coming: Here’s What We Know So Far

A notable assessment has emerged regarding stablecoin regulations in the cryptocurrency sector. Bill Hughes, a renowned figure in law and regulation, stated that the joint regulatory draft prepared by the US Treasury Department’s FinCEN and OFAC units under the GENIUS Act could be one of the most important regulatory steps of the year.

According to Hughes, this regulation will not only shape the stablecoin market but could also set the basic standard for future US enforcement, anti-money laundering (AML), and compliance policies regarding cryptocurrencies. It was also suggested that this could influence how regulatory bodies like the SEC and CFTC approach crypto assets.

One of the most notable points in the draft regulation is the distinction between the primary and secondary markets. Hughes stated that FinCEN has adopted a “reasonable” approach to secondary market transactions, arguing that these transactions should not trigger customer verification (KYC), ongoing monitoring, or suspicious transaction reporting obligations. According to the assessment, regulators believe that such obligations would create a greater operational burden than the benefits they would provide.

However, Hughes stated that OFAC’s approach is much stricter. According to the draft, issuers of payment-oriented stablecoins must have the capacity to block, freeze, and reject “prohibited” transactions in both primary and secondary markets. It also requires that individuals on the sanctions list be prevented from interacting with stablecoin smart contracts, including P2P transactions between self-custody wallets.

Ethereum is preparing for one of its most important upgrades yet as the Ethereum Foundation confirmed major progress toward the upcoming “Glamsterdam” upgrade. The Foundation announced that Ethereum has now reached a 200 million gas target milestone, a major increase from the network’s current gas limit of around 60 million.

The upcoming Glamsterdam upgrade is expected to significantly improve Ethereum’s layer-1 scalability and transaction processing efficiency. Developers say the upgrade will fundamentally change how Ethereum creates and verifies blocks, allowing the network to handle much larger transaction volumes while improving overall performance.

Originally expected in June 2026, the upgrade is now likely to launch sometime during the third quarter of 2026. Ethereum developers stated that live Glamsterdam development networks are already running as testing and optimization continue.

One of the most important achievements announced is the stabilization of enshrined Proposer-Builder Separation, also known as ePBS. This system allows validators to outsource block-building operations to specialized builders while integrating the process directly into Ethereum’s protocol rules. The goal is to improve scalability, reduce dependence on external relays, and safely support larger block sizes.

The Ethereum Foundation also finalized EIP-8037, a proposal focused on smarter data storage pricing. The update increases the cost of excessive state creation operations, helping Ethereum avoid uncontrolled blockchain state growth as gas limits expand.

At the same time, Ethereum developers are continuing work on future upgrades including Hegotà and the long-term Strawmap roadmap, which focuses on preparing Ethereum for future quantum computing challenges.
