Based on these findings, some White House advisers argue that digital asset platforms can offer competitive interest rates without threatening the stability of the banking system. This perspective represents a more balanced approach compared to earlier concerns raised by banking groups.
CLARITY Act Becomes the Key Legislative Vehicle
The policy shift is being channeled through the CLARITY Act, which is expected to face a crucial Senate Banking Committee markup in late April 2026.
Although the bill has already passed the Agriculture Committee, more than 100 proposed amendments have complicated its progress. One of the most contentious issues remains whether stablecoin issuers should be allowed to legally offer yield to customers.
A potential Senate floor vote could follow as early as May, depending on the outcome of ongoing negotiations.
Toward a Clearer Regulatory Framework
If passed, the CLARITY Act would establish clearer definitions distinguishing “digital commodities” from “securities,” a long-standing regulatory ambiguity in the U.S. crypto market.

Reduced overlap between SEC and CFTC jurisdictions
