白宫担忧政府停摆拖累经济数据发布,民主党再度阻挡拨款法案

媒体报道,白宫担忧,若美国政府停摆持续,将进一步延迟关键经济数据的发布。目前原定于周五公布的就业报告已被搁置,而参议院民主党人周五再次阻止了共和党提出的七周临时拨款法案,这意味着联邦政府的停摆势必会延续到下周。

负责发布月度就业报告的劳工统计局(Bureau of Labor Statistics)和经济分析局(Bureau of Economic Analysis)都表示,在政府停摆期间将不会发布任何预定的经济数据,这与以往政府关门时的做法一致。

由于大量工作人员被迫休假,这些统计机构已暂停运作。媒体称,如果停摆时间拉长,更多经济数据可能被推迟。民主党人指责总统特朗普的政府故意玩政治手段,借此阻挠数据公布,把责任推给对手。

一名政府官员对媒体指出,如果停摆持续,月底原定发布的几份重要报告,包括美联储偏好的通胀指标、消费者支出数据以及国内生产总值(GDP)数据,都可能受到影响。

白宫发言人Kush Desai在一份邮件声明中表示:

“在美国经济复苏的关键时刻,企业、家庭、决策者、市场,甚至美联储都被迫‘盲飞’,因为民主党的政府停摆阻止了关键经济数据的发布。”

美联储的下次政策会议定于10月28日至29日举行。

民主党联邦参议员沃伦(Elizabeth Warren)本周呼吁特朗普政府在停摆期间仍应公布9月就业数据,称这些数据已经收集完成,应该可以发布。

沃伦在声明中说:

“很明确,本周五原定发布的就业数据无疑已经收集完成,总统必须公布。如果缺少这些数据,美联储在本月制定利率决策时就无法掌握完整的信息,而这将影响全美的每一个家庭。”

白宫则不断强调这场僵局可能带来的痛苦后果,甚至威胁称,如果民主党拒绝在医保政策上让步,将解雇“成千上万”的联邦雇员。政府官员还冻结了数十亿美元的交通和绿色能源资金,这些资金原计划拨给民主党国会领导人所在州以及其他民主党辖区。

民主党再次阻挡拨款法案

参议院民主党人周五再次阻止了共和党提出的七周临时拨款法案,这意味着联邦政府的停摆势必会延续到下周。同时,特朗普政府冻结了21亿美元用于芝加哥地铁建设的联邦资金,这是他针对民主党州和城市的最新举措。

这项共和党提案上月已在众议院通过,但在参议院表决时仅获54票赞成、44票反对,未能达到推进所需的60票门槛。共和党在参议院拥有53席,民主党47席,只有三名民主党阵营成员投下赞成票,与本周稍早的投票结果相同。而民主党提出的替代方案也因没有获得共和党支持而未能推进。

在周五稍早,特朗普政府宣布冻结21亿美元芝加哥联邦拨款,这被视为停摆期间针对民主党优先政策项目的预算操作。媒体称,白宫正不断加大对民主党的政治施压,除冻结民主党州项目拨款外,还预计很快宣布裁员。目前,数十万联邦雇员已被迫休假,非关键服务暂停。

众议院共和党人则在周五晚宣布,下周不会重返华盛顿,而是推迟到10月13日后再回来。

在停摆僵局中,民主党坚持要求在任何协议中延长即将到期的《平价医疗法案》(ACA)补贴及其他医疗资金。白宫和国会共和党人则表示,只有在政府重新开门后才会展开进一步谈判。

参议院多数党领袖图恩(John Thune)指责民主党:

“他们总要在某个时刻接受我们的提案。”

一些参议员正进行非正式谈判,希望找到打破僵局的方法。部分共和党人也愿意延长ACA补贴,但认为没时间敲定如何将其与新修改内容结合进拨款法案。参院拨款委员会主席柯林斯(Susan Collins)直言进展停滞:
