Платформа повысит прозрачность госконтрактов после массовых протестов из-за предполагаемой коррупции в инициативах по борьбе с наводнениями. По данным Австралийского института международных отношений, за 15 лет на эти цели выделили более $33 млрд.

Решение разработала компания BayaniChain Ventures. Она записывает контракты и ключевые этапы проектов в защищенный реестр на базе сети Polygon. По словам CEO BayaniChain Пола Солимана, цель — превратить госзаписи в «неизменяемые, проверяемые и открыто подтверждаемые цифровые публичные активы».

Данные в системе проверяют независимые валидаторы — общественные организации, университеты и СМИ. Они просматривают и подтверждают записи. При этом действия самих узлов проверок также фиксируются в блокчейне для сохранения подотчетности. На старте в проекте приняли участие более 40 неправительственных организаций.

В будущем Integrity Chain планируют расширить на другие ведомства. Как отметил Солиман, это поможет «защитить весь годовой бюджет Филиппин», который оценивается примерно в $98 млрд. Он добавил, что общественное доверие будет восстановлено «не на обещаниях, а на криптографии».

Напомним, в августе власти Филиппин предложили создать стратегический резерв на 10 000 BTC.

A concurrent weakening of the KRW also contributed to the trading spike, independent of the fee waiver. The analysis suggests that once the promotion ends, Upbit is unlikely to retain its temporary gains unless it matches Coinone's permanent zero-fee policy, forcing a choice between market share and fee revenue. Upbit's strategic push may be less about immediate profit and more about preparing for future regulatory shifts. With South Korea's *Digital Asset Basic Act* on the horizon, which will regulate KRW-backed stablecoins, and following Dunamu's (Upbit's parent) integration into Naver Financial to build a payment ecosystem, securing a dominant position in the dollar stablecoin distribution channel holds long-term strategic value. However, potential regulatory conflicts could prevent Upbit from listing a future Naver-issued KRW stablecoin, making the current fight for dollar stablecoin flow even more critical.
