Законопроект о создании биткоин-резерва в Бразилии вынесли на публичные слушания

20 августа 2025 года в парламенте Бразилии пройдут публичные слушания касательно законопроекта о создании национального биткоин-резерва. Об этом сообщает издание Livecoins.

С этой инициативой в ноябре 2024 года выступил политик Эрос Биондини. Его законопроект предполагает диверсификацию денежных активов Бразилии за счет биткоина, а также, в перспективе, других криптоактивов.

В частности, для этих целей Биондини предложил выделить до 5% резервов. Управлять портфелем будет центробанк, используя специально созданную блокчейн-инфраструктуру с ИИ.

В конце июня 2025 года, после того как законопроект попал в Комиссию по экономическому развитию (CDE), депутат Луис Филипп де Орлеан-э-Браганса потребовал вынести его на публичные слушания.

«Без сомнения, исходя из того, что мы видим в биткоин-сообществе, это один из самых актуальных законопроектов, представленных в Палате депутатов за последнее время. Он выводит Бразилию на передний план этой дискуссии и, возможно, впервые, в качестве одного из пионеров, предлагающих нечто настолько новое, настолько актуальное и настолько многообещающее, что может обеспечить Бразилии экономический суверенитет в ближайшем будущем, включая возможность погашения долга и балансировки резервов», — заявил на тот момент Биондини в комментарии местной прессе.

Рассмотрев запрос, Палата депутатов назначила слушания по законопроекту о биткоин-резерве на 20 августа 2025 года. По данным Livecoins, в них примут участие не только парламентарии, но и приглашенные эксперты.

Это, в частности, руководитель биткоин-стратегии в Méliuz Диего Коллинг. Среди других участников есть представители центробанка, Минфина и других агентств, а также Бразильской ассоциации криптоэкономики (ABcripto).

Ранее мы сообщали о том, что Méliuz приняла стратегию накопления биткоинов. Более того, после этого компания приобрела 274,52 BTC.

Публичные слушания — это своеобразная презентация билля. Если он получит одобрение Нижней палаты, его вынесут на рассмотрение в Сенате, после чего документ должен получить подпись президента для вступления в силу.

A concurrent weakening of the KRW also contributed to the trading spike, independent of the fee waiver. The analysis suggests that once the promotion ends, Upbit is unlikely to retain its temporary gains unless it matches Coinone's permanent zero-fee policy, forcing a choice between market share and fee revenue. Upbit's strategic push may be less about immediate profit and more about preparing for future regulatory shifts. With South Korea's *Digital Asset Basic Act* on the horizon, which will regulate KRW-backed stablecoins, and following Dunamu's (Upbit's parent) integration into Naver Financial to build a payment ecosystem, securing a dominant position in the dollar stablecoin distribution channel holds long-term strategic value. However, potential regulatory conflicts could prevent Upbit from listing a future Naver-issued KRW stablecoin, making the current fight for dollar stablecoin flow even more critical.
