В Техасе представили законопроект о стратегическом резерве биткоинов

Happycoin.club - В четверг 12 декабря представитель Техаса Джованни Каприльоне представил законопроект о создании резерва биткоинов в качестве финансового актива в государственной казне.

Законопроект под названием «Закон о стратегическом резерве биткоинов в Техасе» предусматривает создание специального фонда в государственной казне для хранения биткоинов (BTC). В соответствии с документом, этот фонд призван повысить фискальную устойчивость, защитить от экономической нестабильности и способствовать инновациям в области цифровых активов по всему Техасу.

Согласно предложению, штат будет хранить пожертвованные биткоины в течение минимум пяти лет, и только потом будет рассматриваться вопрос об их переводе или конвертации. Правила также запрещают транзакции с участием иностранных организаций или лиц, связанных с незаконной деятельностью.

Законопроект также разрешает государственным учреждениям принимать определённые криптовалюты для оплаты при условии, что они конвертируют их в биткоины для внесения в резерв. Контролер установит процесс пожертвований и предложит публичное признание для значительных вкладчиков. В законопроекте предусматривается двухгодичный отчёт с подробным описанием запасов резерва, финансовых показателей и мер безопасности.

В случае принятия закон вступит в силу немедленно или к 1 сентября 2025 года, в зависимости от законодательной поддержки.
