俄罗斯央行行长Elvira Nabiullina重申,监管机构相信俄罗斯的央行数字货币(CBDC)将在未来五到七年内得到广泛应用。

据当地媒体7月30日报道,Nabiullina最近在联邦委员会发表讲话时表示,CBDC对支付有重大好处

Nabiullina强调,到2031年,数字卢布将成为人们日常生活中熟悉的一部分。她表示,数字卢布的优势,如对个人免费转账和对企业降低交易费用,将推动数字卢布的采用。

数字卢布目前正处于高级试点阶段,旨在与现金卢布和非现金卢布一起运行,提供一种新的支付和转账方法,而不对余额产生利息

普京总统于去年签署了数字卢布法案,并且正式授权该法案从2023年8月15日起实施。法律指定俄罗斯银行为数字卢布基础设施的运营商,负责处理所有相关交易。

试点阶段由13家地方银行测试基本功能,如开设数字钱包和进行个人对个人转账,并计划在试点成功的基础上于2025年扩大规模。

俄罗斯国家杜马最近通过了一项法案,将BTC mining合法化,并允许在国际贸易中使用Crypto资产。

该立法旨在解决俄罗斯银行因监管限制和国际制裁而面临的挑战,国际制裁破坏了与中国、印度、阿联酋和土耳其等主要合作伙伴的贸易关系。

同时新法律建立了一个监管框架,以监督Crypto资产mining活动,确保遵守税收法规,防止非法操作。该法案规定,mining活动由政府和俄罗斯银行监管,并由联邦机构确保合规。

If unsuccessful, its current supply level may represent a peak, especially as competition intensifies from established giants like USDC and new structural paradigms like Open USD.
