US Treasury's first GENIUS rule now redraws who controls stablecoins at scale

Washington defines how stablecoins scale, limiting state authority and steering issuers toward federal oversight.

Treasury's first proposed GENIUS rule landed on April 1 as a notice of proposed rulemaking.

The text inside it builds the operational architecture for US stablecoin governance, addressing which institutions may issue payment stablecoins, under what conditions, and at what scale before federal oversight becomes mandatory.

By defining when a state licensing regime qualifies as "substantially similar" to the federal framework, Treasury is now defining those terms.

The stablecoin market already holds roughly $316 billion, with USDT accounting for about 58% of the supply, per DeFiLlama.

Startup lets researchers mine blockchain tasks on a quantum computer for the first time

Most of the crypto industry spent this week processing Google's paper on how quantum computers could break blockchain encryption. One startup is asking a different question - whether quantum hardware can make blockchains better.

Postquant Labs, which is building the world's shared quantum computer, Quip.Network announced Wednesday the launch of what it calls the first publicly available quantum classical blockchain testnet, where quantum computers and legacy technology work side by side to solve problems.

Quantum computers use the physics of subatomic particles to test many possible solutions simultaneously rather than checking them one by one, which makes them fundamentally different from even the fastest conventional supercomputers, which are just very fast versions of the same step-by-step approach.

The testnet has already attracted 13,000 signups from researchers at MIT, Stanford, and universities around the world, according to the press release shared with CoinDesk. Out of these, six teams have submitted serious computational work so far.

Postquant Labs's attempt to investigate how quantum processors can improve blockchain performance stands in contrast to most blockchain developers who see quantum as a threat.

Wall Street closed mostly lower on Thursday, as President Donald Trump’s national address vowing to hit Iran “extremely hard” reversed Wednesday’s brief optimism and pushed oil prices sharply higher.

Oil Hits $111 a Barrel as Trump Speech Crushes April 1 De-escalation Rally

Trump delivered the speech on Wednesday evening, warning Iran would be brought “back to the Stone Ages” within two to three weeks. The address erased gains built in the prior session on reports of possible de-escalation and a potential reopening of the Strait of Hormuz. Investors had priced in a quick end to the conflict that began Feb. 28, 2026. That trade unwound real fast.

West Texas Intermediate (WTI) crude climbed as high as $111.50 per barrel intraday, a gain of roughly 11%. WTI now stands at $103.6 at the day’s close. Brent crude reached approximately $108 per barrel and sits there at press time. Fuel-sensitive stocks absorbed the hit immediately. Delta Air Lines, United Airlines, American Airlines, Carnival, Royal Caribbean, and Norwegian Cruise Line each fell between 2% and 4%.

The Dow Jones Industrial Average shed about 0.3%, closing near the 46,400 level after ending April 1 at 46,565.74. The S&P 500 dropped roughly 0.1% to 6,582.68, trading between a low of 6,474.94 and a high of 6,601.91 on volume of approximately 2.62 billion shares. The Nasdaq Composite also fell about 0.1%, settling near 21,800.

Oil prices began to rise again after US President Donald Trump repeated threats to strike Iran "extremely hard" in the coming weeks and failed to provide specific details about how the war would end.
Brent crude briefly exceeded $109 per barrel, and stock markets in the US, Europe, and Asia fell after Trump's speech from the White House.

He stated that the US would "very soon" fulfill its strategic objectives in the war and spend the next two to three weeks bombing Iran, "throwing it back to the Stone Age."

Earlier on Wednesday, oil prices dipped below $100 ahead of Trump's speech, hoping he would outline how the US would exit the conflict. However, in his address, he repeated the same talking points as before.

 The war with Iran has severely disrupted global oil and gas supplies.

Oil shipments through the crucial Strait of Hormuz have largely been suspended after Iran threatened to attack tankers attempting to transit the strait in retaliation for US-Israeli strikes that began on February 28.

In his speech, Trump declared that the US does not need Middle East energy and called on other countries to intervene to unblock supplies from the Persian Gulf disrupted by the war.

He said, "To those countries that can't get their fuel, many of which refuse to participate in the beheading of Iran... muster up some deferred courage, go into the strait, and just take it."

Oil prices, which had been fluctuating slightly, rose sharply immediately after the televised speech.

The price of Brent crude, the global benchmark, rose more than 8% on Thursday before retreating slightly.
