Treasury Sanctions Three Individuals and Six Entities for Routing Crypto to ISIS


The U.S. Treasury's Office of Foreign Assets Control designated three individuals and six entities on June 22 for facilitating financial transactions on behalf of the Islamic State of Iraq and Syria, targeting a network that used money service businesses and cryptocurrency to move ISIS funds across Europe, the Middle East, and West Africa.

The action covers a Syria-based bitcoin exchange, two Turkish money services firms, three Nigerian currency bureaus, and the individuals who own or operate them. OFAC identified two TRON blockchain addresses linked to a French national designated for conducting transactions with ISIS affiliates and providing explosives-related instructions to ISIS supporters.

Bitcoin Xchange's Syria-to-Europe Pipeline

Abdelhakim Boukich, a former Dutch national now based in Syria, was designated for establishing and directing Bitcoin Xchange, a Syria-based money service business. According to the Treasury press release, Boukich and Bitcoin Xchange transferred money on behalf of ISIS associates from multiple countries, including Norway, Belgium, the Netherlands, South Africa, and the United States. The SDN listing notes Boukich is also known as "Abu Sulayman Alholandi" and "Muhammad Babili."

Two Turkish MSBs, Spider Gayrimenkul Ve Genel Ticaret Limited Sirketi and Alkaram Danismanlik Gayrimenkul Ic Ve Dis Genel Ticaret Limited Sirketi, were also designated. Both are owned and controlled by Mohamad Alhmidan, previously designated by OFAC for facilitating logistical and financial support for ISIS and helping foreign terrorist fighters. Spider originated as a hawala operating in Syria, transferring money from ISIS-controlled territory to other regions; Alkaram operates as a front for Spider.

Cardano's Leios Scaling Upgrade Enters Public Testing

Cardano is set to launch the Musashi Dojo Testnet at the end of June as part of a multi-phase testing program designed to prepare its Ouroboros Leios scaling upgrade for mainnet deployment, targeted for the end of 2026. The announcement was made by Carlos López de Lara, a product manager at Input Output, in an interview on BLOCK//45, a new editorial series created to serve as a dedicated media platform for the Cardano (@Cardano) ecosystem.

Leios is an overlay protocol that works alongside Praos, introducing larger endorser blocks during periods of high demand while maintaining the security model of the existing blockchain. The upgrade has the potential to scale Cardano from its current throughput of 4.5 KB/s up to 200 KB/s, representing 30 to 65 times current Praos levels. López de Lara confirmed the initial rollout starts at two to five times current throughput, with the full ceiling available as demand grows.

In a recent press release, the House Financial Services Committee scheduled two key hearings around the crypto bill.

Firstly, on 14 July, HFSC scheduled the hearing on Federal Reserve monetary policy, where lawmakers will discuss interest rates, inflation, and the broader economic outlook.

The next major milestone comes on July 17, when the House Financial Services Committee takes the crypto regulation debate to New York. The hearing is expected to provide more clarity on crypto regulations and blockchain development in the United States.

By holding the session in New York, lawmakers will be gathering feedback from the institutions, exchanges, investors, and financial firms that could ultimately operate under the CLARITY Act.

Unclear Rule Will Push Crypto Talent Overseas
One of the primary lawmakers driving the CLARITY Act in the United States Senate, Senator Cynthia Lummis, has warned that unclear regulations are driving crypto talent overseas.

“We have driven too many talented developers offshore due to legal uncertainty. They want to build here. Let them. Pass the CLARITY Act.”
