Kulechov praised this move as a positive step toward broader adoption. However, he emphasized that a separate rule requiring stablecoin issuers to deposit 30% of their reserve assets in a non-interest-bearing central bank account remains in effect. According to Kulechov, this provision effectively functions as a tax on issuers, as those funds cannot generate returns to support operational costs.

Economic Viability at Stake

Kulechov explained that the inability to earn yield on a significant portion of reserves directly impacts the business model of stablecoin issuers. Without the ability to generate returns on 30% of backing assets, the cost of compliance and issuance rises sharply. He argued that this regulatory burden could make the UK an unattractive base for stablecoin companies, potentially pushing innovation and economic activity to regions with more accommodating policies, such as the European Union under its Markets in Crypto-Assets (MiCA) framework or parts of Asia.

Contributors to the paper include Banque de France; the International Monetary Fund (IMF); Kinexys by J.P. Morgan, the bank’s blockchain and digital-assets division; the Monetary Authority of Singapore (MAS); and Standard Chartered.

Asia signaled cold feet among investors as major tech stocks saw blanket selling, leading to significant overall downside.

South Korea’s Composite index was down 10% at the time of writing, while the Japanese Nikkei 225 shed nearly 4%.

The reversal soured a conspicuous liquidity surge for both Korea and Taiwan, with trading resource The Kobeissi Letter reporting “unprecedented inflows” to both.

“Total equity fund inflows into Taiwan have risen to +155% of assets under management (AUM) since January 2024, the largest among all global markets. South Korea has followed closely, at +150% of AUM over the same period, tripling so far in 2026,” it wrote in a post on X on Monday.

$BTC price action remained sensitive to the volatility with a failed push beyond $65,500 the day prior.

“$BTC took 65K liquidity and dumped,” trader Lennaert Snyder responded on X.

Snyder suggested that a long entry was now at $60,000 and was waiting for “new lows” to appear next.
