US Congress Puts the Brakes on Fed’s Digital Dollar Plans: CBDC Issuance Ban Coming Until 2030!The US Congress has reached an agreement on a comprehensive legislative package covering housing and transportation infrastructure, but the legislation includes a significant provision closely related to the cryptocurrency and digital finance sector. The adopted regulation will prevent the US Federal Reserve (Fed) from issuing central bank digital currencies (CBDCs) until 2030.

The legislative package, dubbed the “21st Century Housing and Roads Act,” focuses primarily on housing finance, infrastructure investments, and transportation projects. However, the inclusion of a CBDC provision in the bill marks a new phase in the long-running political debate surrounding the digital dollar.

Central bank digital currencies (CBDCs) are defined as digital assets backed by governments and issued directly by central banks. While the Fed is known to be conducting various studies on a possible digital dollar project, some political circles in the US have expressed concerns that CBDCs could have negative effects on individual financial privacy.

Under the new regulations, the Fed will not be able to directly issue a CBDC until 2030. This decision is seen as potentially opening up more space for stablecoin projects developed by the private sector and digital payment solutions offered by traditional financial institutions.

Cryptocurrency sector representatives interpret the development in different ways. Some experts argue that the postponement of the digital dollar is a positive development for decentralized crypto assets and private stablecoin issuers, while others believe that the US may fall behind other major economies in the digital currency race.

Hyperliquid's $10B open interest coincides with growth in equity-linked markets: Talos

Hyperliquid's perpetual futures open interest recently exceeded $10 billion as the platform expanded into equity-linked products, commodities and synthetic pre-IPO trading.

Hyperliquid is now the third-largest perpetual futures exchange, with growth driven primarily by crypto assets and supported by expanding trading in equities, commodities and indexes through Hyperliquid Improvement Proposal-3 (HIP-3), according to digital asset infrastructure provider Talos.

Talos said in a Tuesday report that about $4 billion of open interest is attributable to HIP-3 builder-deployed perpetual markets.

The report highlighted oil, the Nasdaq 100 and technology stock-linked contracts as some of the most actively traded products, while pre-IPO markets drew more than $250 million in open interest ahead of SpaceX's expected public listing. Nearly half of S&P 500 perpetual volume and more than 60% of oil perpetual volume occurred outside traditional US market hours.

Hyperliquid's growth reflects a broader push by crypto trading venues to expand beyond digital assets and offer exposure to traditional financial markets through blockchain-based derivatives.

Bitcoin Soars Past $65,000 As Whales Withdraw Almost 12,000 BTC

Bitcoin (BTC) climbed back above $65,000, briefly reaching $67,210 Monday, its highest level since early June.

Notably, the key catalyst was unexpected geopolitical developments that boosted global risk appetite, with US President Donald Trump saying progress had been made in Middle East negotiations.

“The deal with the Islamic Republic of Iran is complete,” Trump wrote on Truth Social, adding that he had authorized the reopening of the Strait of Hormuz and the lifting of a US naval blockade.

The announcement triggered a broader market response, with oil prices falling by about 5% as fears of supply disruption eased. Risk assets rallied, and crypto markets quickly followed.

Within 24 hours, total crypto market capitalization rose more than 2% to around $2.24 trillion, reflecting renewed investor demand for risk exposure.

On-chain data provided stronger confirmation of the rally’s momentum. CryptoQuant analysts reported a clear “whale supply U-turn,” showing that large holders have shifted from selling to accumulation.

Analyst Woominkyu noted that selling pressure from long-term holders has effectively ended.

“Dormant Selling Ends: Inflow CDD plunged from 2.16M to near-zero (33K), showing long-term whale dumping has completely stopped,” the analyst said.

He added that whales aggressively absorbed liquidity at the $61,400 bottom, with the Exchange Whale Ratio surging to 62.3%, indicating heavy accumulation during the dip.
Notably, more than 11,400 BTC, worth about $700 million, was withdrawn from exchanges and moved into cold storage during the rebound. This sharp decline in exchange reserves is typically seen as a sign of long-term holding and reduced immediate selling pressure.
