Arbitrum vote to release $71M in frozen Kelp exploit ETH set to pass
A joint proposal to release the roughly $71 million in Ether frozen after the Kelp DAO exploit is set to pass later on Thursday, moving a cross-protocol recovery effort closer to restoring part of rsETH’s backing.
Over 90.5% of the tokens were cast in favor of the motion, representing 173.9 million Arbitrum ($ARB) tokens, while 9.4%, or 18.1 million tokens, abstained. Less than 1%, or 1,700 tokens, voted against the proposal before the voting period’s scheduled end at 6:54 pm UTC, according to a Snapshot at the time of writing.
Co-authored by Aave Labs, Kelp DAO, LayerZero, EtherFi and Compound, the proposal seeks to unfreeze the 30,765 Ether ($ETH) that was frozen by Arbitrum’s Security Council on April 21, days after an attacker drained about 116,500 restaked Ether (rsETH) from Kelp Dao, worth between $290 million and $293 million at the time.
The proposal marks the end of the first round of voting, bringing the “DeFi United” recovery effort closer to restoring part of rsETH's backing and moving the motion to a definitive onchain governance proposal. It comes shortly after Aave Labs liquidated the Kelp DAO hacker’s remaining rsETH positions on Ethereum and Arbitrum, moving one step closer to resolution.

Zama said that its full protocol stack is now live and integrable, positioning fully homomorphic encryption as the privacy layer public blockchains still awkwardly lack. The update frames blockchains as stuck in a pre-HTTPS moment, where value can move but sensitive data remains exposed. Confidentiality on public chains is the core pitch: developers can now plug into Zama Protocol tooling after mainnet launch, while users get live apps for portfolio management, staking and bridging. The breadth is notable, because this is not merely a roadmap claim anymore for production-minded crypto teams today.The builder package is centered on the Zama SDK, which gives blockchain developers an ERC-20-style interface for confidential tokens while hiding FHE complexity behind familiar abstractions. The SDK lowers integration friction through a core TypeScript package for confidential contracts, tokens, key management and Wagmi, Viem and Ethers adapters, plus React bindings for browser apps. Its React package adds hooks for encrypting inputs, decrypting outputs and querying confidential state, backed by TanStack React Query. Here, it’s worth noting that the number of active Ethereum validators over the past 30 days appeared to be steadily declining, particularly from the end of April to the beginning of May. After 21 April, a pronounced downward trend started and by 24 April, it had fallen from about 920K to about 914K.

By late April and early May, the decline picked up speed, dropping below 900K by 3 May and ending at close to 898K on 6 May. This suggested that more validators were quitting the network than joining it.

Nevertheless, as of now, this is a controlled unwind rather than a collapse. However, the bit to observe is the steep decline in late April. Should it persist, it might indicate a more significant change in staking patterns than just temporary withdrawals.
