The Ministry of Economy and Finance plans to replace traditional government credit cards with programmable digital payments that feature predefined limits on timing and usage categories. The initiative targets a full rollout by the final quarter of 2026 and forms part of a strategy to digitize one-quarter of all treasury fund executions by 2030. According to the Ministry of Economy and Finance (MOEF), the government has selected a pilot project that uses blockchain-based deposits to handle operational expenses, with a full rollout scheduled for the fourth quarter of 2026. This initiative will initially launch in Sejong City, replacing the current system where officials use government-issued credit and debit cards for official business. Unlike traditional payments that rely on post-use reporting to catch errors, this digital framework allows authorities to pre-set spending conditions, such as specific time windows and permitted categories, to ensure funds are used exactly as intended. Strengthening oversight through technology These tokenized deposits act as digital versions of standard bank deposits held on a distributed ledger. Because they remain liabilities of participating commercial banks and operate within existing financial systems, they offer more stability than private stablecoins. Bitwise launches Avalanche ETF with plans to stake AVAX held The $11 billion crypto asset manager launched the new fund, ticker symbol BAVA.

Bloomberg ETF analyst James Seyffart called the fund's $400,000 worth of volume in the first 90 minutes of trading "pretty damn good."

Bitwise Asset Management, which has $11 billion under management, launched a new Avalanche exchange-traded fund on Wednesday.

The firm intends to stake the AVAX held, according to a statement.

"Avalanche is emerging as one of the leading platforms for businesses, governments, and real-world use cases," Bitwise CIO Matt Hougan said in the statement. "Avalanche's unique structure, which lets users leverage the security and scale of a large network while maintaining flexibility and control, makes it a great landing pad for enterprise-grade onchain applications."

On one hand, exchange reserves across all exchanges have been in freefall, down to 2.683 million BTC at the latest reading. That’s one of the lowest reserve levels seen in recent months, down from close to 3 million BTC in late April-May 2025.

There are fewer coins on exchanges, so no one’s in a rush to sell.



At the same time, price has recovered from the early February dip. Supply is getting tighter.

But here’s where things get interesting. Spot retail activity, seen through the trading frequency surge, is the weakest it’s been in the last year. After peaking when Bitcoin traded at the ATH range, retail participation fell and hasn’t shown any muscle since.

Security experts, including leaders from blockchain security firms like Cyvers, warn that the financial impact could be severe. In theory, AI-assisted exploits could expose hundreds of millions or even billions of dollars in decentralized finance protocols, especially in complex or unaudited smart contracts.
The broader concern is not just about better hacking tools, but about speed and scale. In a fast-moving on-chain environment, even a small vulnerability could be turned into an irreversible loss almost instantly, leaving little or no reaction time for human defenders.
This raises a new reality for crypto security: the race is no longer just between attackers and auditors, but increasingly between human oversight and machine-speed intelligence.

The Blockstream CEO’s approach contrasts with BIP-361, a proposal that would implement mandatory freezes of quantum-vulnerable Bitcoin.

Blockstream CEO Adam Back advocated for optional quantum-resistant Bitcoin upgrades at Paris Blockchain Week on Wednesday, a day after a group of Bitcoin developers pushed for a mandatory freeze on quantum-vulnerable Bitcoin.

"Preparation is key. Making changes in a controlled way is far safer than reacting in a crisis," Back said at the conference. He also emphasized Bitcoin's proven emergency coordination capabilities, noting that "bugs have been identified and fixed within hours. When something becomes urgent, it focuses attention and drives consensus."

His approach contrasts with that of BIP-361, a proposal authored by Jameson Lopp and five other developers that would phase out quantum-vulnerable addresses over five years. The proposal, updated in Bitcoin's official repository on April 15 under the title "Post Quantum Migration and Legacy Signature Sunset," would implement a phased soft fork ultimately freezing coins that do not migrate—including the holdings of Bitcoin’s pseudonymous creator, Satoshi Nakamoto.

The intervention highlights a deepening split among Bitcoin developers around how to address the looming threat of “Q-Day”—the moment when a quantum computer with sufficient power to break the encryption used by Bitcoin emerges. Recent research from Google and Caltech suggests quantum computers capable of breaking the cryptocurrency's security may arrive within years rather than decades.

The debate has been sharpened by accelerating progress in quantum computing. Google Quantum AI published research last month showing that quantum computers may break elliptic curve cryptography with fewer than 1,200 logical qubits.
