The Cabinet has officially approved a bill that reclassifies cryptocurrencies as financial instruments under the Financial Instruments and Exchange Act, moving them away from their previous classification as simple payment tools.
This shift marks a significant upgrade in regulatory oversight and brings crypto assets closer to traditional financial markets.
Key changes under the new framework include:
Insider trading rules applied to crypto: Trading based on undisclosed material information will now be prohibited, similar to rules in stock markets.
Mandatory annual disclosures: Crypto issuers will be required to publish regular reports, improving transparency and investor access to project information.
Stronger enforcement against unregistered exchanges: Penalties will be increased to curb illegal or non-compliant operations.
Beyond tighter regulation, the move is widely seen as a signal of growing institutional acceptance of digital assets in Japan. Analysts expect the clearer legal framework could support the development of crypto ETFs in the coming years and attract more institutional capital.

He points out that markets are currently stuck in a “liquidity squeeze,” driven by rising global debt, geopolitical tensions, and capital outflows, something even the IMF has flagged. Add to that the yen carry trade unwind, private credit stress, and oil price swings from Middle East tensions, and it’s creating a broader “global margin call,” where assets, including crypto, face selling pressure.

At the same time, inflation is picking up again, with the U.S. PPI hitting around 4%. Interestingly, he said that liquidity isn’t gone; central bank balance sheets hint it’s already creeping back quietly.

Still, he keeps the sentiments slow: expect a “drop before the pop.” A deeper shakeout could come before things turn bullish.

Reason 1: Liquidity Injection & Lower Rates

The first trigger is the central bank’s participation. With economic stress building, he expects rate cuts and fresh liquidity injections. A new Fed chair is also expected soon, potentially accelerating this change. More liquidity means more capital flowing into risk assets like $XRP.

With this latest acquisition, the company’s total holdings have climbed to 780,897 BTC, bringing it close to the symbolic 800,000 BTC level. The buys were funded through proceeds from its STRC perpetual preferred equity offering, highlighting Strategy’s continued use of capital markets to expand its Bitcoin exposure.
Despite facing over $14 billion in unrealized losses this quarter, Strategy shows no signs of slowing down its accumulation strategy, reinforcing its long-term conviction in Bitcoin as a treasury asset.

Bitcoin's quantum debate splits as Adam Back pushes optional upgrades over forced freeze


The quantum computing threat has some of Bitcoin's most vocal developers landing in wildly different places.

Blockstream's CEO, Adam Back, told Paris Blockchain Week attendees on Wednesday that Bitcoin developers should start building optional quantum-resistant upgrades now, even though current quantum computers remain "essentially lab experiments" with progress that has been "incremental" over the 25 years he has tracked the field.

"Preparation is key. Making changes in a controlled way is far safer than reacting in a crisis," the Blockstream CEO said.

He pointed to his company's work testing quantum-resistant transaction signatures on Liquid, a sister network to Bitcoin. He argued that a 2021 Bitcoin upgrade called Taproot was designed flexibly enough to accept new signature methods without disrupting anyone currently using the network.

The comments echo Back's position from last week, when he told CoinDesk that users should have roughly a decade to migrate their keys to quantum-resistant formats.

What is different now is the context around them. BIP-361, the proposal from Jameson Lopp and five other developers published Tuesday, would phase out quantum-vulnerable addresses on a fixed five-year timeline and freeze any coins that fail to migrate.

That includes roughly 1 million bitcoin attributed to Bitcoin's pseudonymous creator, Satoshi Nakamoto, and an estimated 5.6 million coins, Loppsays, have not moved in over a decade.

Back's framing reads as the implicit alternative to BIP-361's forced migration. He did not mention the Lopp proposal directly, but addressed the underlying question of whether Bitcoin's developer community can respond quickly to a sudden quantum breakthrough.
