Stablecoin card spend is growing 100% year over year, Rain exec saysStablecoin-based cards could soon account for double-digit percentages of all cards in some Latin American markets, John Timoney, head of strategic partnerships at Rain, a payments infrastructure platform, said.

Retail stablecoin card spend grew about 105% to 106% over the past year, Timoney said during a panel at Consensus Miami 2026. Cards are physical or virtual, allowing users to spend stablecoins such as tether and USD Coin (USDC) directly from a digital wallet for daily purchases.

Rain provides stablecoin infrastructure for card issuers and recently became a Mastercard Principal Member, allowing it to offer credit and prepaid cards on the Mastercard network. Rain and Mastercard are also exploring on-chain settlement for some card program flows using regulated stablecoins.

The company is not trying to replace card networks, Timoney said. It is trying to make stablecoin balances usable through existing networks that already reach merchants globally.

“The card networks over decades have rolled up hundreds of millions of merchants,” Timoney said. “Rain explicitly did not want to reinvent the wheel.”

Bitcoin’s Roadmap To A $220,000 Price Target

Market analyst Crypto Tice has announced that Bitcoin has completed a Cup and Handle pattern that had been forming for years. In an X post, the expert clearly outlined the formation on a chart, displaying a rounded U-shaped curve that marks the Cup portion of the pattern. This is followed by a handle positioned just above it, defined by upper and lower trendlines that sit parallel to each other.

The emergence of a Cup and Handle pattern is often seen as a bullish indicator, as it signals that a cryptocurrency may be getting ready to break above resistance and extend its uptrend. Notably, Crypto Tice revealed that Bitcoin has already broken above a resistance zone of its Cup and Handle pattern, reinforcing his bullish stance.

The report arrives at a delicate moment for markets and policymakers. Last week, the Federal Reserve left its benchmark fed funds rate range unchanged at 3.50%-3.75%, extending its holding pattern as officials weigh slowing economic growth against persistent inflation pressures.

The data also comes ahead of a new chairman taking the reins at the Fed, with Kevin Warsh expected to soon be confirmed by the Senate to replace Jerome Powell later this month.

Arbitrum delegates approved the release of $71 million in ether frozen after last month’s Lazarus-linked rsETH exploit, setting up a direct clash between decentralized governance and an active U.S. court fight over who owns the funds.

The on-chain vote, which closed Friday afternoon Hong Kong time with more than 90% support, authorizes the release of 30,765 $ETH frozen by Arbitrum’s Security Council after the April 18 exploit, when attackers used unbacked rsETH tokens as collateral on Aave to borrow roughly $230 million in $ETH from the protocol.

The funds are earmarked for a coordinated industry recovery effort led by Aave, KelpDAO, LayerZero, EtherFi and Compound, aimed at making affected users whole.

But the frozen ether is also at the center of an escalating legal dispute in Manhattan federal court.

Last week, attorney Charles Gerstein, representing families holding roughly $877 million in unpaid terrorism judgments against North Korea, served a restraining notice on Arbitrum DAO claiming the frozen $ETH constitutes North Korean property because the exploit has been widely attributed to Pyongyang’s Lazarus Group.

That triggered an emergency legal fight.

Aave moved earlier this week to vacate the restraining notice, arguing the assets belong to innocent users, not North Korea, and warning that continued delays risk “cascading liquidations” and broader instability across decentralized finance markets.

Gerstein fired back Tuesday, arguing the exploit was not theft but fraud, meaning the attackers obtained legal title to the $ETH by deceiving Aave’s lending markets with worthless collateral.
