ARB Price Holds Near $0.129 While Traders Watch BTC Dominance Closely
Arbitrum traded in a narrow band on Friday as traders weighed a stronger altcoin backdrop against fresh warnings around token supply and Bitcoin dominance. On X, analyst Michaël van de Poppe said there had been “great momentum on altcoins over the past week” and added that with the VIX still low, Bitcoin showing momentum, and indices printing new highs, he “wouldn’t assume that this stops.”

For $ARB specifically, van de Poppe said that if a correction comes, and he added that he doubted it, the market would likely see a buy-the-dip formation and then continue toward $0.16. His chart showed a recovery structure with a green support box under price and a highlighted resistance zone above, implying he still sees room for continuation if the broader altcoin environment stays constructive.

Analyst Keeps Bullish View on $ARB

Van de Poppe’s setup is based on a market that has already started to rotate back into altcoins. His chart suggests $ARB is trying to build a higher base after a prolonged downtrend, with the recent rebound opening room for a push into the next resistance band.

That view frames the current pause as consolidation, not rejection. In his words, the market may simply need a brief correction before continuing higher. The target he highlighted, $0.16, sits well above current trading levels and would require $ARB to sustain momentum from here.

However, that bullish view is not the only one in the market. Other traders are focusing less on chart structure and more on supply pressure and macro rotation inside crypto.

The Nasdaq Composite has recently risen for 13 consecutive trading days, its longest winning streak since July 2009; the tech ETF XLK closed at a new weekly high, above $153. However, the financial ETF XLF failed to hold its 200-day moving average, and its divergence from the tech sector poses a potential warning sign. In Hartnett's view, this rebound, driven by record cash outflows, is evolving from an "oversold correction" into a dangerous zone that could trap bulls.


Regarding fund flows, a record $172.2 billion flowed out of cash last week, with $11.3 billion flowing into the stock market, $7.9 billion into bonds, and gold and cryptocurrencies each receiving approximately $1.2 billion in net inflows.

 Meanwhile, Bank of America's April global fund manager survey showed that institutional pessimism was at its highest level since June 2025; however, actual capital flows were quite the opposite—global equity inflows are expected to exceed $1 trillion in 2026, potentially setting a new record.

Regarding this contradiction, Hartnett offered a rather sharp assessment: "Look at what they do, not what they say." Short sellers worry that inflation has not yet peaked, and the bond market faces a new round of sell-off risk; long sellers are betting that earnings will support record highs. But Hartnett's overall conclusion is clear: the current market has entered a "bull trap" zone.

Crypto crash triggered by Strait of Hormuz crisis

Bitcoin and most altcoins jumped sharply on Friday as investors cheered the decision by Iran to open the Strait of Hormuz. This decision led to a broader rally in equities and the crypto market as crude oil prices tanked.

President Donald Trump expressed his excitement about the reopening in a series of social media posts. He also talked about it in Arizona, where he addressed a crowd at an event organized by Turning Point USA.

However, in his statement, Trump noted that the blockade against Iran would remain in place until the US took the enriched uranium. In a statement on Saturday, Iran noted that the Strait was closed again, leading to a spike in crude oil futures on Hyperliquid.

The closure led to renewed questions on the future of the war. Some analysts believe that Trump is using the ceasefire to gather more troops to continue the war. The theory is that he will have a decapitating attack against Iran, which will push it to capitulate. 

Another theory is that he has become bored with the war as he observes his tanking approval rate.

The rule implements the $GENIUS Act’s requirement that permitted payment stablecoin issuers — PPSIs, in the new regulatory shorthand — be treated as financial institutions under the Bank Secrecy Act. Full AML/CFT programs. Suspicious activity reports filed with FinCEN. Customer due diligence at bank-grade standards. Technical capability to block, freeze, and reject on-chain transactions. OFAC sanctions compliance programs. Comments are due June 9. Final regulations by July 18. Enforcement begins no later than January 2027.

When the $GENIUS Act passed in July 2025, the reaction across digital assets was almost uniformly positive. Regulatory clarity, at last. A framework. Legitimacy. What received less attention was the specific mechanism by which that clarity arrives: stablecoin issuers are now, for compliance purposes, banks. Not bank-like. Not subject to “similar” standards. Banks. And the cost of being a bank is something most stablecoin issuers have never had to think about.

What being a bank actually costs

To understand what’s coming, look at what BSA compliance costs the institutions already subject to it. Community banks — the smallest players in traditional finance — spend between 11% and 15.5% of their total payroll on compliance tasks, according to a decade of data from the Conference of State Bank Supervisors. Data processing costs for compliance eat 16% to 22% of small banks’ budgets. Across US financial institutions, compliance expenses have risen by roughly $50 billion annually since 2008.
