Ripple CEO Brad Garlinghouse urges the U.S. Senate to support the revised CLARITY Act ahead of a crucial September 15 vote. He argues the bipartisan crypto market structure bill is not a mere compromise but the result of significant policy negotiations, stating the "trades weren't small." Garlinghouse endorsed Treasury Secretary Scott Bessent's push for the bill, which includes new tools to protect community banks from potential harm caused by stablecoins. The revised act, containing 126 changes to gain Democratic support, heads to a procedural cloture vote. Garlinghouse emphasized global and voter attention, calling on senators to vote yes. Concurrently, XRP's price saw a roughly 5% increase.

Ripple CEO Brad Garlinghouse defended the crypto CLARITY Act framework ahead of today’s Senate vote, stating that the bipartisan policy trades made to build the bill “weren’t small.”

Brad Garlinghouse has thrown his support behind Treasury Secretary Scott Bessent’s latest push for the CLARITY Act, urging the Senate to move forward with the crypto market structure bill ahead of the Sep.15 crucial vote.

Bessent said the final draft strengthens the administration’s goal of keeping the U.S. competitive in digital technology while protecting community banks. He pointed to new authority given to the Treasury Secretary to respond if stablecoins trigger deposit flight that harms community banks.

“If stablecoins cause harm to community banks, I will not hesitate to use these tools to ensure they remain fully protected,” Bessent said, stressing that community banks remain important to U.S. economic growth and Main Street.

Garlinghouse quote-posted Bessent’s statement, arguing that the latest CLARITY Act should not be viewed simply as a compromise.

“This bill isn’t just a compromise... it’s the product of real, substantive trades policymakers made to get here,” Garlinghouse wrote. He added that the bipartisan negotiations involved significant concessions, saying the “trades weren’t small.”

Garlinghouse also urged senators not to treat the legislation as something they should merely settle for, but as an agreement they should stand behind.

“Senate: the world is watching and voters are watching. Now is the time to vote yes,” he said.

Revised CLARITY Act Heads to Senate Vote

Ripple CEO comments come after Senate Republicans released a revised version of the CLARITY Act containing 126 significant changes sought by Democrats.

The Senate is set to hold a cloture vote on the motion to proceed with H.R. 3633 at 2:15 p.m. ET. The vote is not final passage, but it could determine whether the bill moves forward for debate. The revised text includes new ethics provisions, enforcement powers for state attorneys general and measures addressing concerns around stablecoins and financial stability. Republicans say the changes were made to win enough Democratic support to reach the 60-vote threshold.

XRP is near $1.42, up roughly 5% over 24 hours, after reaching about $1.49 on September 14.

Changxin Stands Transistors Upright: A Path to Catch Up While Bypassing EUV — Will It Shake the Big Three Memory Makers?

ChangXin Memory Technologies (CXMT) announced major progress in DRAM devices, 4F2 architecture, and hybrid bonding, briefly rattling the stocks of the three major memory makers. The key changes are the shift from the mainstream 6F2 cell architecture to 4F2, and the self-developed VSG (Vertical Surrounded Gate) transistor that enables it. In DRAM, each 1T1C cell pairs one transistor with one capacitor. Moving from 6F2 to 4F2 shrinks cell area by about one-third, allowing roughly 50% more cells in the same area—though chip-level density gains are lower (about 30–50%) because peripheral circuits do not shrink. 4F2 also relaxes design rules, reducing reliance on EUV by roughly two process generations, which matters greatly for CXMT, which cannot obtain EUV under export controls. It also eases capacitor manufacturing pressure. 4F2 is not unique to CXMT; all three major players are pursuing it. Samsung leads, targeting mass production around 2028; SK Hynix will likely adopt it one node later; Micron's plans are unclear and likely latest. CXMT says its first 4F2 product, a DDR5 RDIMM, will arrive by year-end, though volume and yield are unverified. Challenges include floating-body effects, difficult manufacturing sequences (epitaxy, backside processes, or hybrid bonding), array-periphery process decoupling, materials and resistance issues (molybdenum, ruthenium), and yield ramp. Short term (2026–2027), impact on supply-demand is limited. Medium to long term (post-2028), supply growth risks rise, potentially pressuring memory prices and the big three's profits, since conventional DDR drives most DRAM profit. CXMT gains an EUV-free catch-up path; Samsung may regain ground; SK Hynix's near-term position is safe; Micron looks relatively passive. Upstream equipment and materials suppliers may benefit.

Japan’s Big Three Banks Test Joint Yen Stablecoin for Cross-Border Payments

Japan’s three largest banks have completed a joint trial of a yen-based stablecoin, confirming the feasibility of a model designed to support cross-border payments between businesses. Mizuho Bank, MUFG Bank and Sumitomo Mitsui Banking Corporation conducted the proof of concept from July 17 to July 23, with results announced on October 16, 2026. Mitsubishi UFJ Trust and Banking Corporation and technology firm TISI also participated. The trial focused on payments between Mitsubishi Corporation’s Japanese operations and its overseas locations, testing whether a stablecoin jointly issued by multiple banks could work within existing operational and regulatory requirements. The project received support from Japan’s Financial Services Agency through its FinTech Proof-of-Concept Hub in November 2025. Under the tested structure, Mizuho, MUFG and SMBC acted as joint principals responsible for commissioning the stablecoin issuance, while Mitsubishi UFJ Trust and Banking served as trustee. The token was issued under a trust agreement as a form of specified trust beneficiary rights defined by Japan’s Payment Services Act. During the trial, participants examined the full process of issuing, transferring and redeeming the stablecoin, and assessed system performance, operational requirements and compliance measures, including anti-money laundering and counter-terrorist financing controls. Mitsubishi UFJ Trust and Banking reviewed trust-related operations, trust asset management and user protection measures. TISI integrated the wallet infrastructure with the stablecoin issuance system, while SMBC provided the blockchain platform built with TISI. The proposed model is designed to support circulation across the customer networks of all three banks without a fixed issuance cap, and envisages managing trust assets through bank deposits. The companies noted these remain design assumptions that could change. The banks said the trial confirmed the feasibility of the joint issuance model and produced practical findings for future implementation. However, the stablecoin is not yet confirmed as commercially available. In June, the banks said they aimed to begin actual transactions during fiscal 2026, ending in March 2027. Participants will continue assessing outstanding issues, including user protection, cybersecurity, regulatory compliance and system stability, before moving toward practical use.
