US House Committee Advances Bill to Establish 'Strategic Bitcoin Reserve' as a Permanent Mechanism

The U.S. House Financial Services Committee has advanced the American Reserve Modernization Act of 2026 (ARMA), aiming to establish a permanent "Strategic Bitcoin Reserve" by law. The bill seeks to codify a 2025 executive order from President Trump that halted the auction of federally seized Bitcoin. Key provisions include mandating a minimum 20-year holding period for Bitcoin placed in the reserve, during which assets cannot be sold, exchanged, or used as collateral, effectively removing a significant potential selling pressure. It introduces requirements for quarterly public disclosure and independent cryptographic proof-of-reserve audits to verify the government's holdings and control of private keys. The legislation also commissions a study on potential budget-neutral methods for acquiring additional Bitcoin without raising taxes or increasing the deficit. Currently, the U.S. government is estimated to hold over 300,000 BTC. The bill distinguishes Bitcoin from other seized digital assets, which would be placed in a separate "Digital Asset Stockpile." It also includes clauses protecting private Bitcoin ownership. The bill must still pass the full House and Senate before being sent to the President.

Two Bitcoin Giants Take Different Paths! Strategy Continues to Shift Away from BTC! Here Are the Details

Two Bitcoin giants are taking different paths. Strategy, the world's largest publicly traded Bitcoin holder, has paused its Bitcoin purchases, which it had resumed last week. For the week ending 07.09.2026, the company neither bought nor sold any Bitcoin, maintaining its holdings at 845,050 BTC. Instead, it repurchased $176 million worth of its preferred stock, STRC. Strategy has $6.5 billion in dollar reserves and has doubled its digital credit security repurchase program from $1 billion to $2 billion, initially launched in June to buy back shares like STRC, STRF, STRK, and STRD. In contrast, another Bitcoin management firm, Strive, announced a purchase of 1,375 BTC for $109 million, bringing its total Bitcoin holdings to 24,531 BTC.

Strategy Halts Bitcoin Purchases Sharply and Accumulates $6.69 Billion in Cash

Strategy, a company based in Tysons Corner, Virginia, has announced a significant pause in its Bitcoin purchases. Between August 17 and 23, the firm made no Bitcoin transactions, maintaining its existing holdings of 840,447 BTC, acquired at an average price of $75,385 per coin for a total of $63.36 billion. These holdings represent roughly 4% of the total Bitcoin supply. Instead of buying more Bitcoin, Strategy has accumulated a substantial cash reserve of $6.69 billion. This includes $5.10 billion in its U.S. Dollar Reserve and an additional $1.59 billion in a separate "USD Cash" fund designated for more flexible corporate purposes. The new funds were raised primarily through an at-the-market offering of MSTR shares, generating approximately $2.01 billion in net proceeds. During this period, Strategy also allocated $136.4 million to repurchase shares of its variable-rate preferred securities (STRC), strengthening that subsidiary's financial position. The company emphasized that its core Bitcoin strategy remains unchanged. The newly amassed cash "war chest" is intended to provide greater flexibility for future actions, which could include purchasing more Bitcoin, supporting its securities, executing share buybacks, or simply maintaining liquidity to act quickly on market opportunities.

Bitcoin Breaks Above $65,000: Liquidations Occur, Major Short Position Holder Suffers Incredible Losses!

Bitcoin surpassed $65,000, triggering liquidations of highly leveraged short positions. According to blockchain data, a major player holding roughly $117 million in bitcoin shorts was forced to close $23.36 million worth of positions during the surge. This investor reportedly still holds a short position of approximately 1,440 BTC, valued at $93.21 million, with a current liquidation price around $65,042. If bitcoin's price stays above this level or continues rising, liquidation pressure on this position could intensify. Meanwhile, analysis from Glassnode indicates that long-term investors, or "strong hands," are continuing to accumulate bitcoin despite price volatility. The platform notes that market bottoms typically form when profit-taking slows and high-conviction investors begin buying, suggesting the current market structure resembles aspects of the bottoming process observed in 2022. Glassnode data shows the largest increase in bitcoin held by these high-conviction investors occurred in January when BTC's price fell to around $60,000.

Strategy's Loss in the Second Quarter Reaches $8.22 Billion Amid Bitcoin Decline

Strategy, the largest corporate holder of Bitcoin, reported a net loss of $8.22 billion for the second quarter. This loss was primarily driven by an $8.32 billion unrealized loss on its Bitcoin holdings due to a decline in the asset's price during the period. Despite these paper losses, the company increased its Bitcoin holdings to 843,775 BTC, a 25% growth since the start of the year. As part of a new monetization strategy, Strategy sold approximately $218.4 million worth of Bitcoin, mainly to fund dividends for preferred shareholders, with $216 million of that sold after Q2 ended. The company also built a $3.75 billion cash reserve, which it claims is sufficient to cover over two years of dividend and interest payments, aiming to insulate itself from Bitcoin's volatility while meeting obligations. Following the earnings release, Strategy's stock (MSTR) rose 4.7% in regular trading but corrected slightly after-hours. This pattern reflects how the company's accounting results are heavily tied to Bitcoin's price swings, even as its long-term strategy remains unchanged. The report indicates that Strategy is maintaining its core strategy of accumulating Bitcoin while building a financial buffer. This quarterly loss follows a recognizable pattern, with the company posting significant unrealized losses in previous quarters (e.g., $12.4 billion in Q4 2025 and ~$12.5 billion in Q1 2026) due to fair-value accounting. A key technical shift is its new monetization program, which introduces periodic selling pressure on the market, transitioning Strategy from a pure accumulator to a participant that occasionally adds supply. A critical question remains: how long can the cash reserve cover dividend obligations if a Bitcoin price downturn persists beyond two years?

Holding 4% of Global Bitcoin! Market Closely Watches MSTR's "Bitcoin Selling Logic", Stock Price Has Fallen 75% in a Year

MicroStrategy, the world's largest corporate holder of Bitcoin (approx. 4% of supply), faces mounting liquidity pressures, forcing a shift from its "never sell" pledge. The company recently sold 3,588 BTC for $216 million, its largest sale ever, to cover preferred stock dividends, marking a significant scaling up from a small, symbolic sale in May. This move underscores a fundamental challenge to its business model: using stock premium as "currency" to buy Bitcoin continuously. A key metric, mNAV (enterprise value vs. Bitcoin holdings), has fallen below 1, indicating the market values the company below its Bitcoin stash, eroding its core acquisition logic. With annual dividend obligations around $1.5 billion and software cash flow insufficient, MicroStrategy is caught in a mathematical bind. Its $2.55 billion cash buffer provides ~17 months of coverage, but if financing remains tight and mNAV stays depressed, the company may face pressure for larger Bitcoin sales, posing a potential systemic risk to the crypto market given its massive holdings.

Eric Trump Sets A “Beyond Catastrophic” Bar To Sell Bitcoin — How Far Are We From That?

Eric Trump, Chief Strategy Officer of American Bitcoin Corp., has declared that the company would only sell its Bitcoin holdings under circumstances he describes as "beyond catastrophic." In an interview, he framed this as a strategic commitment to permanent accumulation, driven by the goal of increasing "satoshis per share" and competing in both the race for the largest Bitcoin holdings and the lowest acquisition cost. The company mines its Bitcoin at a claimed 53% below spot price and retains all coins, drawing a distinction from Michael Saylor's MicroStrategy, which has signaled some flexibility. Trump's stance sets a new benchmark for long-term commitment in the Bitcoin treasury sector. As of the report, Bitcoin trades near $82,000, with American Bitcoin's treasury holding over 7,000 BTC.

Here’s How Much Michael Saylor’s Strategy Has Lost On Bitcoin

Michael Saylor's company, Strategy (formerly MicroStrategy), has incurred massive losses on its multi-billion dollar Bitcoin bet. According to its Q1 2026 filing, the company's Bitcoin holdings lost over $14 billion in value during the quarter. Despite this, the firm continued its aggressive accumulation strategy, spending over $7 billion to purchase an additional 89,000 BTC. This brought its total expenditure on Bitcoin to over $57 billion. The company has since made further purchases, with its total spend now at $58.02 billion. However, with a cost basis of $75,644 per coin, its entire holdings remain underwater as long as the Bitcoin price stays below that level. The company's stock price has also fallen by more than 50% from its 2025 peak. Saylor has stated the company has no plans to sell and will continue to accumulate Bitcoin.

Strategy nears its 99th Bitcoin purchase – Saylor ignores $12.4B loss

Despite a difficult start to the year, MicroStrategy's Executive Chairman Michael Saylor has hinted at the company's 99th Bitcoin purchase, continuing a 12-week buying streak. The company, the largest corporate holder of Bitcoin, recently increased its holdings to 714,644 BTC with a $90 million purchase in February. This accumulation persists even as Bitcoin's price has fallen below the company's average purchase price of $76,000, and the asset posted historic losses in both January and February 2026. Reassuring investors, MicroStrategy stated it could withstand a Bitcoin crash to $8,000 due to its strong balance sheet and staggered debt, despite reporting a massive $12.4 billion loss in Q4 2025 that caused its stock to drop 17%. The company also plans to convert some debt into equity to reduce financial pressure.

Ethereum Exchange Supply Falls To 2016 Lows – Long-Term Holding Dominates

Ethereum is facing a deteriorating market sentiment with its price struggling to maintain bullish momentum, as analysts increasingly consider a transition into a broader bear market. Despite this, a significant structural shift is occurring beneath the surface: Ethereum’s Exchange Supply Ratio (ESR) has fallen to around 0.137, one of its lowest levels since 2016, indicating a declining proportion of ETH held on exchanges. This suggests reduced immediate selling pressure, as more investors move assets into long-term storage rather than keeping them available for quick liquidation. On Binance, the ESR has dropped to approximately 0.0325, reinforcing a reduction in sellable supply. Price action remains fragile, with ETH trading near $2,960 and unable to hold above the $3,200–$3,300 resistance zone. It continues to form lower highs and remains below key moving averages, indicating a loss of bullish momentum since late October. While the market shows signs of short-term equilibrium, the lack of strong buying volume and the failure to reclaim higher price levels keep the risk tilted toward further consolidation or a deeper correction. The combination of falling exchange supply and stable pricing points to a phase of liquidity absorption and strategic repositioning among market participants.
