BNB Chain: All opBNB testnet services resumed

BNB Chain announced that all opBNB testnet services have been restored. This includes RPC, Explorer, and Bridge. The core technical team is investigating the root cause of the problem and prevention mechanisms. There will be another hard fork, and we will provide guidance soon.
