According to monitoring by Dongcha Beating, the United States is preparing to require 35 signatories of the 'AI Opportunity Statement' to choose sides between the US and China in the AI camp. A draft internal letter from the US State Department, seen by Reuters, indicates that if these countries simultaneously join China's competitive AI framework, they may be excluded from the US-led cooperative system. The letter has not yet been sent and its content may still be modified. The US established Pax Silica last year, which currently has 25 signatories. The scope of cooperation includes AI models, chips, critical minerals, energy, and advanced manufacturing, with the US aiming to build an AI supply chain system composed of allies and partners. The initiative is clearly directed at China's World Artificial Intelligence Cooperation Organization (WAICO), established in July, which has 29 founding member countries. China is also promoting open-weight models, AI training, and cooperation centers to developing countries. Kazakhstan is currently the only known country that has joined both the US and Chinese frameworks and is a key source of critical minerals valued by the US. If this requirement is implemented, the US-China AI competition will expand from competing for models and chips to competing for countries. In the future, it will become increasingly difficult for some countries to simultaneously access US chips, investments, and supply chain cooperation while also utilizing Chinese open models and participating in Chinese AI projects.
