U.S. regulator warns prediction markets against cutting corners in event contracts

The Commodity Futures Trading Commission again issued an advisory that signals firms have been straying into cookie-cutter self-certification.

The U.S. Commodity Futures Trading Commission, which has claimed a role as the leading regulator of prediction markets firms run by companies such as Kalshi, Coinbase, Polymarket and Crypto.com, issued an advisory on Friday reminding the businesses that they shouldn't cut corners with far-ranging contract certifications meant to encompass a wide array of events.

The agency said that "broad, template-style certifications should not be submitted," marking the second time in recent months that the regulator has had to warn about overly generalized submissions.

Many of the "designated contract markets" regulated by the CFTC "continue to self-certify event contracts" (in other words, prediction market contracts) as broad templates "without supplying the terms and conditions of each proposed permutation and a concise explanation and analysis with respect to the product’s terms and conditions, the underlying commodity, and the product’s compliance," the agency said.
The regulator said skirting the process can undermine its ability to work out whether the firm "has supplied all information, explanation and analysis required" and has "adequately evaluated the settlement methodology, data sources, and core-principles compliance of all permutations of the contract."

That said, the agency explained that "closely related event contracts may be certified as a class," citing legitimate ways to make consolidated filings with shared exhibits.

The Bank of Russia has come to the defense of the recently passed cryptocurrency bill, which establishes clear distinctions between qualified and non-qualified investors, pushing lower purchasing limits for the former group.

On Friday, during a press conference following a Board of Directors’ meeting, Bank of Russia Governor Elvira Nabiullina ratified the need to establish this distinction, stressing that it was not limited to the cryptocurrency world and was a common element in regulation.She also stressed these measures covered the crypto ecosystem, as digital assets can be seized from lawful owners abroad if they are suspected of having any links with Russia, and because of the crypto market’s volatility.

Bill No. 1194918-8, which is expected to become effective on September 1 alongside the long-awaited and recently confirmed rollout of the digital ruble, Russia’s central bank’s digital currency (CBDC), establishes a 300,000-ruble ($3,800) purchasing limit for non-qualified investors, while qualified investors enjoy limits ten times higher.

Nonetheless, Nabiullina highlighted the openness of the Russian crypto ecosystem, stressing that there were no limitations for repatriating and transferring digital assets abroad, just like in the current regulatory regime.Transfer of ordinary foreign currency to foreign accounts is not limited because that might be necessary in order to pay for health care services, for education,” Nabiullina said, but called on investors to be aware that when receiving these funds abroad, they would not have the protections of Russian Law.

Michael Saylor teases 'another color' after four straight weeks without a Strategy bitcoin buy

Michael Saylor posted Strategy’s bitcoin acquisition chart to X on Sunday morning with the caption “We’re gonna need another color.”

Strategy has not disclosed a bitcoin purchase since June 22, with its last four Monday filings covering share sales, dollar reserve additions and the largest bitcoin sale in company history.

Strategy holds 843,775 BTC at an average cost of $75,476, leaving the position roughly $9.3 billion underwater with bitcoin near $64,650.
Michael Saylor, Strategy's co-founder and executive chairman, posted a StrategyTracker chart of the company's bitcoin acquisitions to X on Sunday morning with the caption "We're gonna need another color." It is his fifth Sunday tracker post since Strategy last disclosed a bitcoin

The chart shows 113 purchase events and 843,775 BTC worth about $54.4 billion, roughly $9.3 billion below the $63.69 billion Strategy has spent building the position, according to its July 20 filing with the Securities and Exchange Commission.

Saylor's Sunday posts once frequently preceded a disclosure of a Monday purchase, but recently, that connection has weakened. As The Block previously reported, a June 28 post reading "We're gonna need more charts" was followed by a new capital framework rather than a buy, and the July 5 post preceded disclosure of the largest bitcoin sale in the company's history.

Strategy's last confirmed purchase was 520 BTC for about $34.9 million at an average price of $67,068, bought between June 15 and June 21. Filings on June 29, July 6, July 13 and July 20 recorded no purchases, with the most recent showing $263.5 million of MSTR share sales that helped lift the dollar reserve to $3.225 billion.
