Blockchain Association asked five U.S. agencies to clarify that customer identification requirements under the $GENIUS Act apply to direct issuer relationships, not independent peer-to-peer stablecoin transactions.

The industry group filed its comments by the Aug. 21 deadline and summarized its position on Aug. 24. It supported the proposal’s main approach but requested clearer definitions, less duplicated compliance work and explicit flexibility for digital identity tools.

FinCEN, the Office of the Comptroller of the Currency, Federal Reserve, Federal Deposit Insurance Corporation and National Credit Union Administration jointly proposed the customer identification program in June.

The proposed rule would require a permitted payment stablecoin issuer to establish a written, risk-based customer identification program. The program would form part of the issuer’s wider anti-money laundering and counterterrorist financing controls.

An issuer would generally collect a customer’s name, address, date of birth or formation and identification number before opening an account. It would then use documentary or non-documentary methods to form a reasonable belief that it knows the customer’s identity.

Records containing the identification information would generally remain on file for five years after the account closes. Verification records would remain available for five years after their creation.

Why this matters — but also what it doesn’t prove - This confirms direct institutional equity exposure to Ripple Labs by a regulated U.S. mutual fund, reinforcing that some investors are taking private-company stakes rather than buying XRP tokens. - The unchanged share count between March and June means the filing alone does not prove Kinetics made a new purchase in Q2. The switch from “preferred” to “common” could be a reclassification, conversion or simply an accounting change — the filings don’t explain the reason. - The reported value rose about $18,038 (≈7.9%) from March to June. Because Ripple is private, this is a fund valuation — not a market price or evidence of a public transaction. - The investment is listed as an equity holding and not marked as a restricted security. Five structural factors now give crypto investors more fundamental reasons to support a bullish outlook than during earlier cycles, Bitwise Asset Management Chief Investment Officer Matt Hougan shared in an Aug. 24 post on X. He contrasted the present environment with 2014, 2018, and 2022, when he found optimism substantially harder to sustain.

Noting that it was “hard to be bullish” in 2014, 2018, and 2022, Hougan stated:

“The crazy thing about 2026 is how easy it is to be bullish: Regulatory progress, stablecoins scaling, the rise of tokenization, assets with real revenue and buybacks, and a debasement bid.”

This view extends a market argument Hougan made on July 1 as bitcoin worked through leverage accumulated during the previous advance. He identified extreme fear, discounted valuations, and negative funding rates as possible bottoming signals and concluded that a new bull market could begin in the fall. His latest post broadens that case beyond price and positioning, with bitcoin still trading far below its record high.

Each of those years carried its own barrier to optimism, starting with the February 2014 failure of Mt. Gox, then one of the largest bitcoin exchanges. The 2018 downturn followed the speculative initial coin offering (ICO) boom and intensified regulatory scrutiny. In 2022, rising interest rates and the collapses of Terra, Celsius, Three Arrows Capital, and FTX triggered widespread losses and industry deleveraging.

Total crypto market value stood at $2.68 trillion, down 0.7% over 24 hours, on $128 billion of volume, with bitcoin dominance at 59.1%.

A Cent Short
Bitcoin's high of $79,999.99 on Coinbase left it one cent below a round number it has not traded above since May 15, when it reached $81,650. Monday's close is its highest since May 15, and the token is 37.3% below the $126,080 record it set in October 2025.

The seven-day gain of 22.9% is slightly off Sunday's reading of 23.7%, the strongest rolling week since November 2024. Ether is 29.8% higher over seven days, $XRP 47.8% and Solana 27.5%.

Volume tells the other half. Turnover fell to $128 billion from $158 billion on Friday, a 19% decline, as the move slowed.

Strategy did not purchase bitcoin in its latest weekly disclosure, according to multiple reports published Monday. The company has become known for near-continuous bitcoin accumulation, so a pause draws attention from investors tracking its balance sheet strategy.

Accounts of what replaced the purchase differ. One report describes a $2 billion stock buyback program paired with a large USD cash reserve set aside for future bitcoin purchases. Another account states Strategy sold $2 billion worth of MSTR shares and used part of the proceeds to establish a $1.6 billion cash pool, labeled internally as ‘USD Cash.’ A third report simply notes the company skipped its bitcoin purchase again and created a dollar reserve, without detailing the exact dollar figure.

The discrepancy centers on the source of the funds. A buyback program would involve Strategy repurchasing its own shares, reducing share count. A share sale would do the opposite, increasing shares outstanding to raise fresh capital. Both mechanisms can coexist within a company’s broader capital strategy, but they carry different signals for shareholders.

Strategy has relied on a mix of equity issuance, convertible debt, and preferred stock offerings to fund its bitcoin treasury since 2020. The company’s approach has made it one of the most closely watched corporate holders of bitcoin, and its buying pauses tend to draw as much scrutiny as its purchases.

Establishing a dedicated USD cash pool suggests the company is positioning capital for a future purchase rather than abandoning its bitcoin accumulation strategy. Cash reserves held in this manner have historically preceded renewed buying activity in Strategy’s disclosed transaction history, though
