Scroll moves to cut costs after top protocol migrates to Optimism


The decentralized autonomous organization (DAO) behind Ethereum layer-2 network Scroll said it will propose a plan to dissolve its Security Council and transfer control of the network to an account managed by an internal team.

The proposal announcement comes two months after Scroll’s top fee-generating decentralized application (dapp), crypto neobank Ether.fi, moved to Optimism’s OP mainnet. That saw roughly 300,000 user accounts and more than $160 million in total value locked move away from the network.

In a governance update, a Scroll core contributor said the Security Council was simply too expensive. Scroll is laying off several contributors within the DAO and reducing the capacity of its operational committees. The handover is targeted for the next 10 days, pending support from the current council.

“After evaluating the Security Council’s cost relative to its actual usage over the past quarters, we believe continuation is no longer justified,” the post reads.

The project said all contract changes would be executed transparently and remain verifiable onchain.

Adding to the network's turbulence, a recent surge in Scroll's network fees appeared to be artificially manufactured rather than a sign of organic demand.

Over six days in early April, the network raised the amount it charges to publish data to the Ethereum mainnet by a factor of 1,280, creating the illusion of a massive spike in 30-day chain fee momentum, according to analysis from L2BEAT.

The adjustment forced users to pay over $50,000 in excess transaction fees for data posting that ordinarily would have cost roughly $280. The extreme, temporary repricing was rolled back on April 9.

Treasury Secretary Scott Bessent's call for the Fed to hold off on rate cuts reflects a problem that reaches far beyond Washington: war-driven inflation is keeping the door to cheaper money shut.

Reuters reported that Bessent urged caution because the Iran conflict is lifting fuel costs and complicating the inflation outlook. The Fed's own March minutes told pretty much the same story: officials warned that higher oil prices could lift inflation in the near term, delay the return to 2%, and, if sustained, pass through into core prices. Futures markets had already shifted toward fewer cuts, with no reduction fully priced until December at that time.
When crude rises because of geopolitical conflict, gasoline, shipping, food production, and logistics all get more expensive, and inflation can climb even in an economy that isn't running hot.
That leaves the Fed trapped: cut too early and risk validating higher prices, or hold rates and risk squeezing consumers and businesses that are already struggling. Officials acknowledged the tension explicitly, noting that inflation risks had increased while employment risks were tilting to the.

The crypto market's most powerful bullish narrative over the past year has been that weakening growth and softening inflation would force the Fed to ease, driving liquidity into risk assets. An oil shock disrupts every link in that chain. Growth fears rise, but the Fed still hesitates because inflation isn't cooperating, and Bitcoin loses a macro tailwind it has leaned on repeatedly during past easing cycles.

Crypto markets are having a strong Tuesday. Bitcoin jumped nearly $4,000 in 12 hours, hitting $74,461. Ethereum surged 7.85% to $2,366 and XRP climbed 3.11% to $1.36. The total crypto market cap crossed $2.52 trillion, adding over $100 billion in a single day.

The move was fast and largely mechanical. Here is what actually drove it.

The Short Squeeze That Started Everything

Reports of potential progress toward a US-Iran deal acted as a catalyst across risk assets. Traders who had been betting against the market were caught badly positioned and forced to close their short positions in a hurry.

The result was a cascade of $425 million in short liquidations, part of a total $530 million wiped from leveraged positions on the day. When shorts get forced out at scale, they buy to close their positions, which adds buying pressure on top of buying pressure. That mechanical dynamic is why the move looked so sudden and aggressive.

Over $300 million in crypto shorts were liquidated in the 12-hour window around Bitcoin’s spike to $74,500.

Institutions Were Already Buying Before This

The short squeeze was the trigger but it landed on top of genuine institutional demand that had been building.

Michael Saylor’s STRC raised $1.15 billion in a single day for Bitcoin purchases, signalling that corporate appetite for BTC has not slowed despite weeks of geopolitical uncertainty. The SEC and CFTC’s joint March 2026 guidance, which formally classified Bitcoin and Ethereum as digital commodities, is also continuing to encourage institutional participation by reducing the legal ambiguity that kept large allocators on the sidelines.

The crypto market is currently showing a 93% correlation with the S&P 500, confirming this is a macro-driven move rather than something specific to crypto.
