The tiny Himalayan kingdom of Bhutan has sold another batch of Bitcoin worth $18 million, according to on-chain intelligence firm Arkham. The country that was once celebrated as a crypto powerhouse and an emerging mining destination has now offloaded a large chunk of its mining assets, totaling $198 million to date. There is no official communication regarding why the country is swiftly liquidating its once-prized BTC reserve. It could be as simple as the country needing foreign exchange amid a global slump in tourism due to an unreliable flight schedule, or it could be reversing its policy of maintaining a crypto strategic reserve earned from its mining infrastructure. Arkham tweeted:Based on the Arkham reporting, the remote country sold around 240 BTC in two noteworthy badges recently. The amount was sent to multiple addresses used by the country’s handlers to liquidate their crypto. The move follows increasingly frequent BTC sales by the country, often in smaller batches of $5 million-$40 million. The country’s Druk Holdings, which manages its BTC, still holds around 3,524 BTC across its addresses, worth over $250 million. However, at this rate, the kingdom will run out of the crypto by September, Arkham estimates. The 770,000-strong nation with a GDP of $3 billion once held a massive 13,000 BTC in its wallets back in October 2024, worth around 40% of its entire GDP.The sparsely populated Buddhist nation has prospered under the “green mining” initiative, leveraging its cheap surplus hydroelectricity as a clean, economical alternative to other national grids. Bitcoin swept past the $78,000 mark—the first time it has done so since Feb. 4—as markets reacted positively to Iran’s announcement that the Strait of Hormuz is now “completely open,” at least for the remaining period of the ceasefire. According to Bitstamp data, the cryptocurrency not only tapped the threshold but went on to reach an intraday high of $78,348.

Although it retreated to just under that level immediately after, bitcoin’s jump brought its 24-hour gains to 4.1% and lifted its market capitalization to nearly $1.56 trillion. Since the beginning of April, bitcoin has risen by more than 14%, and by more than 20% since the start of the war in the Middle East.

While the top cryptocurrency spent much of February mired in range-bound trading, struggling to breach the psychological $70,000 resistance level, the narrative shifted in April. The primary catalyst has been a persistent stream of reports hinting at a diplomatic breakthrough between Washington and Tehran. This momentum culminated with the announced ceasefire between Israel and Lebanon—a pivotal concession long sought by Iranian negotiators—which appeared to pave the way for a broader U.S.-Iran accord.

Russia introduces bill to criminalize unregistered crypto services

Russia’s government submitted a bill to its parliament’s lower house in an effort to amend the country's legal code to attach criminal liability for crypto services offered without regulatory approval or licensing.

In a draft law sent to the State Duma on Friday, Russian lawmakers proposed that entities "carrying out activities related to the organization of digital currency circulation,” that operate without a license from Russia’s central bank, could be subject to criminal liability.

Without registration with the Bank of Russia, individuals could face up to $4,000 in fines and up to four years in prison, or more severe penalties if part of an organized group.

“The same act committed by an organized group, or involving the infliction of damage or the extraction of income on a particularly large scale, would be punishable by compulsory labor for up to five years or imprisonment for up to seven years,” the bill’s text said.

The bill also proposes a “fine of up to 1 million rubles [$13,100] or an amount equal to the convicted person’s salary or other income for a period of up to five years.”

The draft law followed a package of bills initially proposed in March that included criminal penalties for illegal crypto miners, but the most recent legislation included details on fines and potential prison time for any unregistered digital asset services.

According to Russian media outlet RBC, the country’s Supreme Court said that the crypto bill lacks “reasoned justification” for criminal penalties.

The court said that the measure was “premature” until Russia enacted its “Digital Currency and Digital Rights law,” expected to go into effect in July. If the bill passes it would give Russia’s government more control and oversight over the crypto industry.
