30-Year Analyst Explains: "According to the Elliott Wave Theory, the Bitcoin Downturn Is Over"

Jordi Visser, a veteran macro investor with over 30 years of experience, assessed recent market developments. According to Visser, while artificial intelligence and commodity scarcity are ushering the world into a new economic era, Bitcoin is re-emerging with its "scarcity" argument.

Visser argues that investor psychology and central bank policies are changing in the digital age. Stating that the Fed has perfected its QE (quantitative easing) game plan, Visser said, "I don't think we'll see multi-year recessions or prolonged bear markets again in the rest of my life. The moment a crack appears in the system, it is intervened with money printing and interest rate cuts."

He also added that in the hyper-connected world, investors experience "amnesia," quickly forgetting negative events and focusing on new narratives.

Bitcoin network activity just hit an 8-year low — has Wall Street replaced retail in the market?


Bitcoin's network just recorded its lowest activity in eight years, and the price has barely flinched.

CryptoQuant flagged that active $BTC addresses hit their lowest level since 2016 on Apr. 8. At the same time, Glassnode's latest 24-hour reading puts active addresses at 661,313, a number that, set against a price near $78,000, produces one of the more uncomfortable charts in recent crypto history.

The reading that quiet networks are quiet markets misses what has changed structurally. A growing share of Bitcoin exposure now trades without leaving any footprint on the base layer.

BlackRock's IBIT delivers Bitcoin exposure through exchange-traded shares, and CME's Bitcoin futures settle in cash. A fund manager rotating into Bitcoin through either vehicle never touches a wallet, never opens an address, never appears in Glassnode's address count.

Price discovery increasingly happens in ETF order books and futures markets. The chart mismatch is partly due to sentiment and partly to Bitcoin acquiring a second market structure on top of its original one.

The participation picture

What the on-chain data does confirm is that broad retail engagement has faded.

Glassnode's Accumulation Trend Score sits at 0, which the firm defines as distribution or non-accumulation. Its own research from Apr. 1 described demand as remaining well below the levels typically seen at durable lows.

By Apr. 8, the language had tightened further to subdued, low-conviction, weak spot activity, and thinner derivatives participation. That is the vocabulary of a cautious, low-conviction market.

Former Treasury Chief Warns Bond Market Crash Could Hit Crypto Outlook

In the latest bond news, Henry Paulson, who steered the U.S. financial system through the 2008 collapse as Treasury Secretary, is warning that the $35 trillion U.S. debt load could trigger a Treasury bond market crash, and calling for an emergency "break-glass" contingency plan to be ready before it hits.

The transmission channel to crypto is direct: a disorderly bond sell-off tightens dollar liquidity fast, and tight dollar liquidity historically punishes risk assets before any safe-haven Bitcoin narrative has time to develop.

30-year Treasury yields have already crossed 5%, a threshold last breached in October 2023 during the inflation-driven spike and essentially unseen before that since the pre-Great Recession era.

Washington isn't trying to solve every crypto policy fight at once, but it appears to be carving out a workable path for one specific category of digital asset: the regulated, dollar-pegged stablecoin.

The GENIUS Act established the first federal regulatory framework for payment stablecoins, and a bipartisan House tax discussion draft now proposes friendlier tax treatment for those same tokens when people actually use them.

Together, the two efforts point toward a deliberate, stablecoins-first lane in American crypto policy that could reshape how users, merchants, and issuers interact with digital dollars in the years ahead.

What the stablecoin tax draft actually proposes
The draft legislation is the Digital Asset PARITY Act, a bipartisan discussion draft first released in December 2025 by Representatives Max Miller (R-Ohio) and Steven Horsford (D-Nevada), both members of the House Ways and Means Committee. An updated version was re-released on March 26, 2026, with significant revisions to its core stablecoin provision.

In the revised March draft, gains from selling a “regulated payment stablecoin” generally wouldn't be included in gross income, and losses wouldn't be recognized, unless the taxpayer's basis in the token falls below 99% of its redemption value.

For exchanges, the recipient would take a deemed basis of $1. To qualify, the stablecoin must be issued by a permitted payment stablecoin issuer under the GENIUS Act, pegged only to the US dollar, and have demonstrated tight price stability over the prior 12 months. Brokers and dealers are excluded.

For ordinary people, this means spending a qualifying dollar stablecoin could stop triggering a small, irritating tax event every time the token's value drifts a fraction of a cent.
